    Job Appointment: Full time

     

    Work Schedule: Monday - Friday. Beginning April 2025 all manager and supervisor positions will be expected to report to their worksites full time. Alternate schedules may be available, but the typical work schedule is Monday through Friday, with occasional after-hours work required to support critical projects or address system issues. Remote workdays remain an option, to accommodate travel, or occasionally focus on major work projects.

    The Portland Water Bureau is seeking an Engineering Supervisor (PE)

    Position Summary

    The Water Bureau is hiring an Engineering Supervisor in the Planning Section of the Engineering Services Group (ESG). The ESG is responsible for planning, designing and managing construction of the bureau's capital improvement, developer, and interagency projects utilizing both in-house and contracting services.

     

    The position will manage the work performed by the Project Planning Branch within the Water Bureau’s Engineering Services Group. Project Planning prioritizes and initiates new capital projects including pipeline installations, pump station and water tank improvements and replacements, and new valve installations and replacements. Projects are typically developed to a preliminary design stage and handed off to Engineering Design. The candidate will be responsible for advancing assigned projects, providing technical support to staff, including consultants and contractors necessary to achieve project goals and objectives. Applicants with experience in water treatment and distribution systems are desirable but not required.

     

    This position is for someone that currently holds a Professional Engineering license.

     

    For both the internal collaboration work and external partnerships, the bureau needs someone who is engaging and understands how to create and maintain strategic alliances. Our goal is to enhance the bureau’s profile in communities that are underrepresented in the organization.

    Duties and responsibilities include:

    + Prioritize new projects, assign them to staff, and track project progress.

    + Write and review Project Validation (preliminary design) Reports to initiate new capital projects.

    + Serve as a member of Engineering’s Project Review Board to advise on scope, schedule, and budget for capital projects from initiation to closeout.

    + Collaborate with workgroups across the Water Bureau including Engineering Design and Construction Management, Operations, Maintenance and Construction, Resource Protection, and Finance.

    + Mentor and advise staff to advance their projects and foster professional growth.

    + Management of the Project Planning Branch, and direct supervision of at least 4 staff members.

    + Negotiate and manage contracts and consultants.

    + Detail Orientated: The position analyzes data and applies criteria to make engineering decisions. You will also review and approve staff work products including calculations and reports.

    + Creative: You will evaluate project alternatives to make recommendations that make good financial sense, as well as result in a more efficient and resilient water system. This includes out of the box thinking to consider alternative pipeline alignments, and possibly downsizing or abandoning facilities.

    + Inclusion Focused: You will be providing direction, guidance, and technical support to staff, including consultants and contractors. You have an ability to receive feedback and collaborate with others to ensure their contributions are heard while working to achieve project goals and objectives.

    + Analytical: You can analyze and visualize data into actionable conclusions. You are also able to investigate and problem solve with minimal supervision.

    + Communication: You can clearly and effectively communicate technical information to a variety of audiences in writing, verbally, and using visual presentations.

    + Possess a license to practice as a registered Professional Engineer in the State of Oregon -OR-

     

    Be qualified to obtain Oregon Professional Engineer license within six months after appointment (and possess a Fundamentals of Engineering, FE Certificate at time of hire).

     

    + Thorough Knowledge applying engineering theory, principles, practices, materials, costs, construction techniques, current trends, regulations, standards, and equipment applicable to capital project development.

    + Knowledge of principles and standards of leadership and employee supervision, including training, scheduling, and performance evaluation for non-technical, technical, and professional staff.

    + Skill in applying sound administrative practices including the ability to plan, manage, and coordinate the work of field, professional, technical, and consultant staff in the planning phase of multiple engineering projects.

    + Skill in communicating effectively, both verbally and in writing, to management, technical, and non-technical staff.

    + Skill in engineering planning, design, construction administration, and project management principles and techniques.
