Summary You will serve as a Supervisory Management & Program Analyst in the Business Support Department of NAVSUP FLEET LOGISTICS CENTER NORFOLK. Responsibilities You will provide general and administrative support services to the command in the areas of resource management, human capital management, workforce enrichment, training, facilities management, and information technology management. You will provide advice and support to the Business Support Department Director in the areas of Enterprise Resource Planning (ERP), Workforce Management and Payroll, Navy Purchase Card program management and miscellaneous audit responsibilities. You will be responsible for collecting and analyzing complex ERP end user system access requirements. You will explore and develop new ideas, strategies that are consistent with the organizational and operational goals and objectives, reviews and interprets new policies, and addressed areas of concern. You will provide guidance and assistance in functional areas to include policy, guidance, training, innovation, customer service, compliance, and reporting. You will oversee Government Commerical Purchase Card (GCPC) agency program coordination for the command. You will serve as Project Officer and/or team leader on analyses and studies on a myriad of internal processes for the purposes of streamlining, improving functions, compliance and elimination of redundancy. You will control and coordinate workload through direct interaction with staff by planning work to be accomplished, set and adjust short-term priorities, and prepare work completion schedules. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of Management and Program Analyst specialized experience equivalent to the next lower grade level (GS-12) or pay band in the federal service or equivalent experience in the private or public sector demonstrating an extensive knowledge of a Command mission, major issues, program goals and objectives, work processes and administrative operations of the organization, Enterprise Resource Planning (ERP), Naval Identity Services, Workforce Management, Payroll, organizational structures and functions, and records management functions. I have experience with utilizing, coordinating, and monitoring government purchase card program (GPCP) policies, practices, and procedures, and at least one year of experience leading or managing personnel. I have experience utilizing qualitative and quantitative methods to conduct studies and reviews to improve program effectiveness and organizational productivity. Examples of specialized experience must include: 1) Managing and directing Government Purchase Card and administrative operations to ensure effective and efficient use of all resources; 2) Advising management officials in the decision-making process with the goal of optimizing scarce resources given the demands of meeting customer requirements, reducing rework, determining operational capacity, and increasing quality; 3) Monitoring the performance of the Purchase Card program through review of written documents and examination of records; 4) Collecting and analyzing complex ERP end user system access requirements and 5) Developing policy, methods, and procedures for the handling of incoming and outgoing correspondence.
