The **Director, Business Development,** will be responsible for developing and executing strategies to expand our federal, state, and local government portfolios. This role will assist company leadership in identifying and seizing new business opportunities, maintaining a robust business development pipeline, and managing the complete lifecycle of capture and proposal efforts. The ideal candidate is a skilled and driven business development professional with a proven history in government contracting and strategic capture management.
Responsibilities
+ **Strategic Market Development:** Identify and evaluate new markets, customers, and contract opportunities that align with the company’s core capabilities and growth strategy.
+ **Opportunity Identification:** Identify and qualify new business opportunities within federal agencies, leveraging Articus 8(a) ANC advantages and set-aside procurement opportunities under relevant NAICS codes.
+ **Pipeline Management:** Maintain and manage the business development pipeline using CRM or other tracking tools; ensure opportunities are regularly qualified and updated.
+ **Capture Management:** Lead or support capture activities, including competitive assessments, teaming strategies, customer engagement, and win themes.
+ **Proposal Participation:** Collaborate with proposal teams on responses to RFIs, draft RFPs, and finalize RFPs; contribute to solution development, writing, editing, and ensuring compliance.
+ **Stakeholder Engagement:** Build and maintain relationships with government agencies, prime contractors, and industry partners to foster opportunities and enhance visibility.
+ **Internal Collaboration:** Work with program managers, technical staff, and subject matter experts to align business development efforts with operational capabilities.
+ **Market Intelligence:** Observe and evaluate market trends, contract vehicles, and federal budget priorities to guide strategic planning.
+ **Travel:** Attend industry days, conferences, networking events, and in-person meetings with partners or clients as needed (estimated 30-40% travel).
+ **Performance Reporting:** Provide regular updates to senior leadership on pipeline status, win rates, strategic initiatives, ensuring alignment with Articus goals.
+ Other duties as assigned.
Qualifications
+ Bachelor’s degree in Business, Marketing, Public Administration, or a related field
+ Master’s degree preferred.
+ 7+ years of experience in business development or strategic growth, with a focus on federal or defense contracting.
+ 5+ years in a leadership role within government contracting to include:
+ Established network of contacts within Federal agencies, prime contractors, and industry stakeholders.
+ Proven success in securing federal contracts (sole-source and competitive) valued at $10M or more, preferably with DoD, IC, or civilian agencies
Knowledge, Skills and Abilities:
+ Deep understanding of the entire federal procurement lifecycle, including FAR, RFI/RFP processes, and government acquisition strategy.
+ Demonstrated success in identifying and securing professional services contracts within DoD and civilian federal agencies.
+ Strong interpersonal, communication, and presentation skills are essential.
+ Experience with CRM tools, proposal management software, and market research platforms like GovWin or SAM.gov.
+ Ability to work both independently and collaboratively in a fast-paced, small business environment.
+ Prior experience working in or with small businesses in a federal contracting environment. Previous experience with and strong understanding of the SBA 8(a) is preferred.
+ Familiarity with GSA schedules, IDIQs, GWACs, and other contract vehicles.
+ Knowledge of NAICS codes relevant to Articus Solutions’ services.
