This position plays a critical role in supporting jurisdictions across Minnesota with emergency management and preparedness planning. You will have the opportunity to share your expertise and collaborate directly with local governments to help them build resilience to natural and human-cause disasters.
As the coordinator of the HSEM planning program, you will lead the development, review, and revision of state emergency operations plans and procedures. You will implement planning guidance and templates for both state and local emergency plans, ensure plans comply with all state and federal requirements, and evaluate agency procedures to meet comprehensive emergency preparedness needs.
Minimum Qualifications
The State Plans and Procedures Coordinator must have at least three (3) * years of demonstrated experience and working knowledge in the following areas:
+ FEMA's National Response Framework.
+ FEMA's National Disaster Recovery Framework, including the six Recovery Support Functions.
+ Whole community approach to planning and planning principles.
+ The Minnesota Emergency Operations Plan.
+ The Governor's Executive Order Assigning Emergency Responsibilities to State Agencies.
+ Intergovernmental Relationships at the local, Tribal, State and/or National Level.
+ Possess excellent written and oral communications skills.
+ Be able to work cooperatively with individuals from underserved communities and diverse backgrounds.
*An associates degree may substitute for six months of experience; a bachelor's degree may substitute for up to twelve (12) months of experience.
Preferred Qualifications
+ Demonstrated experience in educating, persuading, motivating, and collaborating with others and effectively leading inter-disciplinary planning groups.
+ Having demonstrated experience with FEMA's planning processes including all aspects of the "Planning P".
+ Have completed FEMA's Independent Study Courses IS-13, 100, 200, 201, 235, 236, 700, 800, 2002 and 2200.
Physical Requirements
Light: Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others, and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
