This position exists to provide leadership and supervisory oversight to the Behavioral Health Policy Administration. Specific responsibilities include supervision of staff and projects led by members of the division. The Behavioral Health Administration is responsible for interpreting, creating, and communicating policy as it relates to Minnesota Health Care Programs (MHCP) mental health benefits coverage, state and federal grants, communicates and providers policy guidance to counties, tribes, providers and general public, and provides technical assistance and training when needed.
This position will supervise professional staff who develop and implement policy for mental health residential and intensive services. This includes Intensive Community Intensive Behavioral Health Services, Residential Crisis Stabilization, Psychiatric Residential Treatment Facilities, First Episode Psychosis and First Episode Mood Disorder, Targeted Case Management and the Community Transitions Initiative. This team is responsible for administering grant funding related to these services as well as maintaining compliance with Medicaid and other federal funding streams directed toward these programs. This team is also responsible for providing technical assistance to providers, certifying programs according to statutory requirements, completing legislative proposal bill analyses related to these services and supporting the growth and sustainability of these services. This Supervisor works as a member of the management team to utilize fiscal expenditures, data, program evaluation, and quality indicators to recommend and implement policy changes to behavioral health services. This position plays a leadership role in the ongoing assessment of quality and value of services to identify gaps in the continuum of care that may lead to the improvement of existing or development of new mental health residential services and intensive behavioral health services for adults and children. This position is responsible for the ongoing sustainability of mental health residential and intensive behavioral health services that support quality treatment practice, including provider workforce training. This includes employing systems change strategies and quality monitoring techniques as a part of a continuous quality improvement effort to support a recovery-oriented system of care.
This position has oversight of several certified and licensed Medical Assistance benefits, as part of the oversight for these services the incumbent may be responsible to Interpret diagnostic assessment reports and screenings, complete medical necessity reviews for residential placement, complete level of care assessments and reviews, review application of clinical diagnostic and screening to program criteria, and provide guidance on the development of flexibilities or policy changes related to the services and programs in their area of supervision. These functions require demonstrated clinical experience in relevant service areas and advanced level knowledge of state and federal policies that apply to each of these programs and services.
Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee
+ (e.g. ERG) - Experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years specialized experience working with behavioral health programs implementing policy for mental health residential and/or intensive services that demonstrates:
+ Requires independent licensure as a mental health professional (LICSW, LPCC, LMFT, LP).
+ Extensive knowledge of behavioral health treatment services to include knowledge of funding through Medical Assistance.
+ Practical experience with process improvement implementation to produce desired outcomes.
+ Skilled at training methods including training delivery and learning technologies sufficient to analyze and assess certification training standards and processes.
+ Understanding of state programs, policies, and state laws impacting mental health programs and delivery systems.
+ Demonstrated experience with intensive residential services for children and adolescents including inpatient, PRTF, or children’s residential treatment.
Preferred Qualifications
+ Variety of experiences working effectively with others from different backgrounds and cultures.
+ Understanding of the state legislative development process, budget proposals, and preparing support documents.
+ Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders
+ Manage and direct the execution of work plans and processes, anticipate and address problems, evaluate program and system results, and execute appropriate follow-up.
+ Master’s Degree or higher in human services related field.
