Job Summary
DEFINITION
Performs professional-level work in the analysis, development, and administration of Transportation Demand Management (TDM) programs in accordance with the City’s TDM Ordinance (SMMC Ch. 9.53).
SUPERVISION
Works under the general supervision of the Transportation Demand Program Manager who outlines work assignments and periodically reviews work in progress and completed work.
Representative Duties
Evaluates transportation demand management program plans for compliance with the City’s TDM Ordinance and prepares recommendations for revisions and subsequent approvals.
Provides information to the public about a variety of transportation demand management strategies to increase commuter ridesharing and mode shifting by making oral presentations, participating in outreach events, and preparing and distributing written materials.
Assists with the development and marketing of transportation management plan strategies by gathering and analyzing data and preparing reports with recommendations.
Acts as a liaison between the City of Santa Monica and other agencies including, but not limited to, the South Coast Air Quality Management District (AQMD), LA METRO, and Caltrans.
Performs related duties as assigned.
Requirements
KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Principles and practices related to commuter transportation programs
Marketing strategies for transportation management programs
Current regulations affecting the administration of transportation programs; and data gathering and presentation techniques
Principles of effective communication
Effective customer service techniques
Ability to:
Provide effective customer service
Prepare and present clear and concise oral and written reports and recommendations
Communicate effectively, both orally and in writing
Collect, compile, and analyze data relating to transportation planning
Establish effective working relationships with city officials, private sector transportation
coordinators, City employees, transportation agency representatives, and the general public
Use a personal computer and applicable software applications
Manage multiple concurrent projects
Work effectively with people from diverse social, cultural, and economic backgrounds as well as a variety of work styles, personalities, and approaches
REQUIREMENTS
Minimum Qualifications:
Education: Graduation from an accredited college or university with a bachelor’s degree. A bachelor’s degree in public administration, marketing, urban studies/planning, or a closely related field is desirable.
Experience: One year of paid work experience in project/program management focused on transportation planning or promoting a commuter-oriented transportation program. Experience preparing and/or reviewing transportation management proposals and AQMD certification as an Employee Transportation Coordinator (ETC) is highly desirable.
Licenses and Certificates:
Possession of a valid Class C California driver license or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
WORKING CONDITIONS
Work is primarily performed indoors in an office setting in accordance with the City’s Telework/Flexible Workplace Policy. Office work may require sitting for prolonged periods of time and using a computer keyboard, mouse, and screen. Responsibilities require attendance at weekend and evening meetings and the ability to travel to various project sites.

If fewer than three qualified City employees pass the examination, the appointing authority, in accordance with the City's civil service rules and regulations, can decline to use a promotional list, in which case a promotional list will not be established for this position.
