    This position will serve as engineering supervisor (advanced) for the NCDOH Roadside Environmental Unit. The position will be responsible for performing complex engineering reviews of NCDOH construction, maintenance and mitigation activities and the development of environmental resolutions on a statewide basis. This position requires the individual to meet with other NCDOT units, the Federal Highway Administration, environmental regulatory agencies and other State agencies to achieve schedule goals, proper design and acceptable mediation.

     

    The position will also research and evaluate claims by contractors for additional compensation or contract time, negotiating to resolve claims and authorizing payment. Direct and supervise both field forces and consultants to perform wetland and stream survey and analysis, review mitigation reports for quality assurance and direct forces to correct deficiencies on stream and mitigation sites. Direct the Unit’s asset management initiatives for the state. Prepare feasibility studies, functional and preliminary designs for rest area and welcome center enhancement design projects, develop, evaluate and make decisions on alternate designs; and review and evaluate design concepts, plans specifications and estimates prepared by subordinates, municipalities or engineering consultants. Monitor legislative and policy-making activities at both the State and Federal level to determine the cost and/or impact of proposed changes. Identify and administer research needs with the North Carolina State University and coordinate field personnel training as needed. Prepare and update manuals and coordinate efforts with the Public Information Office on media issues.

     

    The position is responsible for oversight of several specialty operations: NC Wildflower Program, NC Scenic Byways Program, Blue Star Memorial Markers Program. In accordance with the Federal Endangered Species Act (ESA) in 1973, this position monitors 143 sites containing 12 Federally Endangered plant species along NC rights of way in 36 Counties.

     

    The position will be responsible for three sections that are each responsible for a functional category of the roadside element. For each operational area perform staff evaluations and make recommendations regarding merit increases and promotions; conduct job interviews with potential new hires and make hiring decisions; initiate disciplinary actions up to and including releasing employees from their duty.

     

    + Roadside Asset Management Section is responsible for designing biologically engineered stabilization techniques for projects that impact river buffers, trout buffers, and areas that must be stabilized using native vegetation. The section also coordinates the evaluation and monitoring of roadside assets with Division Roadside Personnel and identifies deficiencies that need to be improved by the Department. Implements the Unit’s Asset Management Programs utilizing pesticides and nutrient management while complying with both NC Department of Agriculture and NPDES regulations.

    + The Stream and Wetland Surveys and Analysis Section is responsible for the monitoring, evaluation and analysis associated with the Departments stream and wetland mitigation efforts. Staff perform extensive surveys of stream morphology to comply with permit conditions for on-site mitigation efforts. Consultants and contractors are utilized to manage workloads and equipment needs by the section. Reports are generated and submitted to regulatory agencies once the data has been acquired and analyzed by the section.

    + The Aesthetics Engineering Section is responsible for planning and design of enhancement elements for the Roadside Program. The section coordinates with regulatory groups, businesses, civic groups, local governments and municipalities to address impacts associated with Department activities. The section performs design work for the NPDES Program for devices that improve storm water quality.

     

    Knowledge, Skills and Abilities / Competencies

    + Experience in coordinating with Divisions, other NCDOT units and external agencies both in person and by correspondence to achieve program goals.

    + Experience in managing filing positions, administering the Department's performance evaluation system and taking disciplinary action when necessary.

    + Experience managing permanent employees, contractors, and consultants to accomplish goals, including but not limited to organizing and directing direct and contract resources; interpreting, administering and establishing policies; managing and evaluating performance; and providing training and mentoring subordinates.

    Additional Expectations:

    A NC Department of Agriculture and Consumer Services Pesticide License with appropriate endorsements is required for this position in accordance with NC General Statute 143-452(d), or the ability to obtain licensure within six months.

    Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and five (5) years of progressively responsible experience including three (3) years of supervisory experience; or an equivalent combination of education and experience.
