The Integrated Mobility Division (IMD) administers state and federal funds for public transportation, bicycle, and pedestrian programs and provides subject matter expertise related to multimodal transportation planning, innovation, technology, and emerging mobility trends. IMD’s core mission is to provide leadership for safe, affordable, and innovative multimodal transportation throughout North Carolina. IMD’s goals include eliminating transportation barriers, ensuring equal access to opportunities for all North Carolinians, enhancing quality of life by providing safe multimodal transportation choices, and ensuring safety for all road users. IMD administers over $100 Million annually in state and federal funds for public transportation, bicycle, and pedestrian programs. On average, each year IMD reviews over 200 applications for funding, provides grant funding to over 150 subrecipients, processes over 1,000 reimbursement claims, provides performance reports to the Federal Transit Administration (FTA) on over 30 active grants, and provides risk-based oversight of over 100 subrecipients to ensure compliance with federal and state requirements. IMD also actively manages dozens of projects and initiatives each year, including the bike helmet program, the bicycle-pedestrian planning grant program, the Safe Routes to School program, statewide planning studies (e.g., Great Trails State Plan), one-time discretionary grant awards (e.g., S-Line TOD Planning), innovation pilots (e.g., Wilson microtransit, CASSI), and technology demonstrations (e.g., Perrone Robotics demo at ITS Americas Conference in Charlotte). IMD also provides technical assistance and leadership in key policy areas related to bicycles, pedestrians, and public transportation, including Complete Streets, Vehicle Miles Traveled reduction, and zero-emissions transit fleet transition.
The Grants Administrator position provides programmatic leadership, establishes departmental policies, and coaches and counsels other team members and external personnel on all things involving the administration of State and Federal funding with our partner agencies. The position requires a strong technical leader that understands public transportation, data, accounting, and Federal and State requirements. They will serve as a technical expert in reviewing, approving, and making recommendations on final decisions on complex, sensitive, or controversial issues about state policy. The Grants Administrator guides the team in managing all public transportation grant programs including reviewing applications, establishing and implementing programmatic guidance, and responding to inquiries from grantees about funding, eligibility, compliance, and other related matters. This position will also serve as a liaison between the Regional Grant Specialists and the Grants Administration Manager by answering questions, providing assistance and grant information, and solving problems when needed. This position is also responsible for managing the Rural Operating Assistance Program (ROAP), the State Maintenance Assistance Program (SMAP), including monitoring the spending and reporting rates, reconciling the program at year-end, annual applications and the allocation and disbursement activities. The position reports to the Grants Administration Manager and serves as a primary support.

Bachelor’s degree in accounting, business, finance, or other discipline related to the area of assignment from an appropriately accredited institution and three years of progressive related experience, two years of which should be in a supervisory role, or an equivalent combination of education and experience.
