Divisions within the Regional Field Office include the following: Service Access (Front Door and Waiver Services), Eligibility, Self-Direction, Housing, Crisis, Property/Development, Fiscal, and Quality Management/Technical Assistance. Through the five Regional Field Office(s) with OPWDD over 130,000 individuals are supported through collaboration and engagement with over 700 voluntary providers, 6 State Operated Development Disabilities Service Operation Offices, and 7 Care Coordination Service Organizations. Region Field Office oversight encompasses 13 specific districts throughout NYS as noted below:Regional Field Office 4 has oversight in Manhattan/Bronx (Metro), Queens, Brooklyn and Staten IslandThe incumbent in this position will be responsible for the oversight and coordination of a Unit within the Regional Office organizational structure and will report directly to a member of the Regional Office Executive Leadership Team. Divisions within the Regional Office include: Service Access (Front Door and Waiver Services), Eligibility, Self-Direction, Housing, Crisis, Property/Development, Fiscal, and Quality Assurance/Technical Assistance. The Executive leadership team of Region consists of a Regional Office Director; Deputy Directors; and POSIV/DDPS IVs that oversee the 9 units of the Regional Office. The Licensed Psychologist will typically oversee one of the Regional Office Units, but may provide additional coverage when RO needs make this necessary. Travel to the districts within Region is required, as is intermittent travel to other areas of the state.POSITION DESCRIPTION:The selected candidate will report to the respective DDPS IV/POSIV and will work with the Executive Leadership, Management, and office staff members to foster and support a collaborative workforce and to ensure excellent quality in Regional Office operational standards. A commitment to collaborating with all stakeholder groups, as well as a commitment to a leadership strategy of “Putting People First” is essential.PRIMARY DUTIES AND RESPONSIBILITIES:Flexibility in work schedule is essential in support of the role of the regional office across multiple communities. The successful candidate will have demonstrated the ability to see the “big picture” and be able to direct work in a way that supports the direction OPWDD and the Regional Office divisions. Skills in managing change, leadership and program implementation, are essential and examples of accomplishments will be helpful. Organization, effective written and spoken communication, decision-making skills, and excellent interpersonal skills are essential to a person assuming this role. With the mission, vision, and values of OPWDD as context, the DDPSII will collaborate with stakeholders, voluntary agency partners and the regional office Executive team and workforce to ensure a system of individualized, community-based supports. Principal duties include the following:• Provide oversight to an assigned team within the Regional Office structure. Unit Teams include: Eligibility, Front Door, Waiver Services, Self-Direction, Housing, Crisis, Property/Development, Fiscal Services, and Quality Assurance. Team assignment may vary depending on Regional Office needs. • Lead local level efforts related to the Unit in which they are is leading, to advance OPWDD policies and initiatives. Work closely with Leadership staff in directing the day-to-day activities of the division. • Coordinate and supervise the Unit team: o Ensure ongoing quality and work performance of the interdisciplinary Regional Eligibility Team. o Oversee the entire Regional Unit processes, inclusive of procedures, regulations, ADMs associated with unit work and flows, training of regional and statewide stakeholders such as individuals, families, and other community partners as a subject matter expert for Unit responsibilities.o Ensure thorough review and monitoring of unit work flow that OPWDD guidance adherence and that regulatory requirements are meto Monitor data to ensure timely provision of services, and ensure appropriate and accurate workflow through Regional process.o Ensure team member participation in remote and/or face-to-face meetings with individuals and families when needed.• Coordinate and oversee ongoing services and supports via direct and/or remote supervision of division(s) within the Regional Field Office.• Provide support to the Executive Leadership team by representing the needs and opportunities within the division, through provision of data, agency specific information, etc.• Participate as an active member of the RFO expanded leadership team• Support current managed care readiness efforts.• Develop and maintain data elements to objectively evaluate effectiveness of supports and services in meeting agency expectations. • Ensure ongoing communication and collaboration with peers from other state agencies and units of local government who provide supports to the individuals and families we serve.• Ensure that DDRFO Unit staff members are seen as a valuable resource by individuals, our provider network, local agencies, elected officials and OPWDD administration• Provide supervision and oversight to all division staff for administrative duties, ie. completion of required training, timely completion of TIMES, proper documentation/ submission of travel, etc. • Travel as neededMINIMUM QUALIFICATIONS:Must be in title OR on the Civil Service eligible list OR be eligible for transfer under Section 70.1 in a designated title determined by the NYS Department of Civil Service OR be eligible for provisional appointment pending exam.You must take and pass a Civil Service examination in order to be considered for this position. NY State Driver’s License is required.     Minimum Qualifications Open Competitive: possession of a license and current registration as a licensed clinical social worker in New York State.

     

    Additional Comments This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). HELPS Program titles may be filled via a non-competitive appointment. This means that you do not need to take an exam to qualify, but you do need to meet the minimum qualifications of the title.If you are hired under the HELPs program, you will first be appointed as a temporary employee. In June 2025, if you are performing successfully in the position, your appointment will be changed from temporary to permanent non-competitive.At a future date (within one year of permanent appointment), employees hired under NY HELPS are expected to have their permanent non-competitive employment status converted to permanent competitive status. You will not have to take an exam to gain permanent competitive status. Once you are in permanent status, your official probationary period will begin and you may take any promotion exams for which you are qualified.• Please note that starting salary for this title reflects the Geographic Differential and Downstate adjustment. Posted Hiring Salary includes the sum of the statutory hiring rate for Grade 23 ($86,681), Geographic Differential ($18,000) and Downstate Adjustment ($4,000).
