Duties Description Under the direction of a Professional Engineer the Incumbent will function as Syracuse Division Team Leader in Structure Inspection within the Engineering Services work unit.The incumbent will perform the following engineering and engineering duties:Generate structure inspection schedules.Coordinate WZTC for inspections with Thruway Maintenance & Traffic Safety staff.Coordinate with the Assistant Team Leader to complete structural & safety inspections.Complete field structural and safety inspections of bridges, overhead signs/high mast lights, large culverts, retaining walls and gantries in accordance with National Bridge Inspection Standards, NYSTA policies and when applicable, NYSDOT policies.Write, input and generate inspection reports using computer software supplied by Thruway.Complete structure inventory updates and any other tasks deemed necessary to ensure sufficient delivery of the structure inspection program for the NYSTA.Manage and coordinate consultant inspection teams to complete assigned structural and safety inspections.Perform QC/QA reviews of consultant inspection team structural & safety inspection reports.Work Environment:Combination of office and field work.Field work requires incumbent to be able to work in various weather conditions.Requires travel to inspection site using Thruway supplied vehicle (Van, Bucket Truck)Must be able to access structures via various methods which include ladder, platform, ariel lifts, UBIU.
Minimum Qualifications Current State Employees: Current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 23 or above and eligible for transfer under Section 70.1* of the Civil Service Law. *All transfer candidates are required to have a NYS Professional Engineer’s license with current registration. General Public Candidates: A New York State Professional Engineer's license and current registration AND a qualifying bachelor's degree or higher as listed below; OR a New York State Professional Engineer's license and current registration AND one year of full-time qualifying engineering experience as listed below. Qualifying degrees: Civil Engineering, Civil Engineering Technology, Construction Engineering, Construction Engineering Technology, Construction Engineering Management, Construction Engineering Management Technology, Geological Engineering, Geotechnical Engineering, Hydraulics Engineering, Materials Engineering, Materials Science and Engineering, Metallurgical and Materials Engineering, Structural Engineering, Transportation Engineering, Transportation Planning and Engineering, or Engineering Science with a recognized concentration in any of the above listed engineering degrees. Qualifying experience: One year of full-time engineering experience with transportation projects related to highways/roadways, railroads, bridges, airports, waterways, building structures, or traffic management and safety systems. A valid Class D motor vehicle licenseThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At this time, agencies may recruit and hire employees by making temporary appointments. In June 2024, if a temporary NY HELPS employee is satisfactorily performing in the position, the appointment will be changed from temporary pending Civil Service Commission Action to permanent non-competitive and the official probationary period will begin. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Preferred Qualifications: Completed and passed an FHWA-approved comprehensive bridge inspection training (FHWA-NHI-130055 or FHWA-NHI-130056)Completed and passed an FHWA-approved Nonredundant Steel Tension Member training (FHWA-NHI-130078)
