    Duties Description The person selected for this position will work with a senior Local Government Specialist (LGS) and the Program Manager to help administer NYS's federally funded regional development programs the Appalachian Regional Commission (ARC) and Northern Border Regional Commission (NBRC) programs. LGS professionals are responsible for providing training, and technical and project development assistance to municipal and community development on a variety of local government matters, including land use planning and zoning; administration and management; shared services and consolidations; and community and economic development. Incumbents research, analyze, propose, and implement resolutions to programmatic and public policy issues that affect local governments in New York State. Under the direction of a senior Local Government Specialist (LGS), this position will entail the annual development of several millions of dollars of Area Development grant proposal per a multi-state allocation and solicit and develop transformative project applications for at least five other competitive grant opportunities per year. The selected individual must demonstrate analytical skills to determine the strongest applications from large pool of eligible applicants, must actively monitor the pace of application development for each sub-program's grant cycle, and possess regional awareness to encourage timely applications that will be consistent with the state and federal regional development plans. In addition, the selected LGS2 will collaborate across a wide range of constituencies, especially with regional planning and development boards, and other federal and state partners in administering these federal regional commission programs.• Provide timely and satisfactory responses to constituent technical assistance requests, and work closely with the Local Development Districts, community leaders and other community-based organizations.• Coordinate the development of timely and regionally competitive applications for multiple federally sponsored technical assistance programs, and for four selective summer education programs, and for a highly selective annual multi-state, community leaders' development program.• Ensure that a significantly large pool of qualifying grant applications is submitted to Department of State (DOS) each federal fiscal year and for a proportional share of other regional commission competitive grant programs.• Determine feasibility and potential value of proposed projects and make recommendations regarding such questions as regional priorities and the capacity of the applicant and project partners to effectively carry out the project to timely completion.• Prepare policies, procedures, guidelines, standards, and other criteria to implement the program.• Monitor the programs' distressed areas and at-risk counties and recommend strategies to improve their economic strength.

     

    Minimum Qualifications NY HELPSThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.Non-Competitive Minimum QualificationsSeven years of specialized experience in developing and analyzing policy, developing strategies, and implementing programs dealing with local government issues related to land use and comprehensive planning, service delivery, economic development, or finance at a state or local level.An associate degree in a related field can substitute for two years of specialized experience; a bachelor’s degree in a related field can substitute for four years of experience; a master’s degree in a related field can substitute for five years of experience; and a doctorate in a related field can substitute for six years of experience.It is essential that candidates clearly and concisely indicate exactly how they meet the above non-competitive minimum qualifications in their resume. PREFERRED QUALIFICATIONS: • Familiarity with either the Appalachian Regional Commission (ARC) or Northern Border Regional Commission (NBRC) regions and programs.• Familiarity with grants development, success or economic and finance experience related to economic development, business creation, workforce training, community revitalization, rural healthcare, access to capital, and/or basic infrastructure management related to water, wastewater, broadband, transportation, and energy deployment.
