    Introduction:

    The State (https://portal.ct.gov/) of Connecticut , Division of Criminal Justice (Division) (https://portal.ct.gov/dcj?language=en\_US) is responsible for the investigation and prosecution of all criminal matters in the State of Connecticut. It is an independent agency of the executive branch of state government, established under the Constitution of the State of Connecticut. The Division is composed of the Office of the Chief State's Attorney, located in Rocky Hill, Connecticut, and the Offices of the State's Attorneys for each of the thirteen Judicial Districts in the State of Connecticut.

     

    We are recruiting for a full-time Division State's Attorney for the Judicial District of Tolland at Rockville, CT.

    About This Position:

    Pursuant to Article XXIII of the Connecticut Constitution (https://portal.ct.gov/sots/register-manual/section-i/constitution-of-the-state-of-connecticut) , the State's Attorney shall be in charge of the investigation and prosecution of all criminal matters within a Judicial District. The State's Attorney plans, organizes and directs the operation of the Judicial District; prosecutes the most complex or sensitive cases; serves as a member of the senior management team of the Division; and acts on behalf of the Division and the people who reside within the Judicial District.

     

    Pursuant to Conn. Gen. Stat. §51-278(b)(1)(B) (https://www.cga.ct.gov/2021/pub/chap\_886.htm#sec\_51-278) the Criminal Justice Commission has the authority to appoint State's Attorneys for each Judicial District. The appointment of a State's Attorney is for a term of eight (8) years. This is an Unclassified/Exempt position. In this role, a State's Attorney shall be devoted on a full-time basis to the duties of the Office. A State's Attorney may not otherwise engage in the practice of law and may not be a partner, member, or associate of a law firm.

     

    A candidate for this position will be required to have been admitted to the practice of law for at least three (3) years (see C.G.S. §51-278a(b) ) and must be admitted to practice law in the State of Connecticut. The ideal candidate should possess job knowledge , to include:

    + Considerable leadership skills and experience;

    + Considerable knowledge and ability to apply state and federal laws, statutes and regulations;

    + Extensive knowledge of criminal law, criminal procedure and rules of evidence;

    + Considerable knowledge of effective courtroom presentation techniques and procedures;

    + Understanding and ability to apply the principles and practices of supervision and training;

    + Understanding and ability to apply the principles and practices of organization and management;

    + Knowledge of the legislative process;

    + Knowledge of governmental organization and functional responsibilities;

    + Knowledge of procedures for governmental programming and budgeting;

    + Considerable interpersonal skills; considerable oral and written communication skills; and

    + Knowledge and understanding of the role and function of the state, local, federal and other law enforcement agencies in Connecticut.

    EXAMPLES OF DUTIES

    + Plans, organizes, directs, assigns and evaluates the work of attorneys engaged in prosecuting criminal cases in Judicial District and Geographical Area courts;

    + Assigns staff to assure that the difficulty and complexity of cases match the skill level of assigned attorney;

    + Sets objectives and performance standards;

    + Assures that training needs are met for the Judicial District staff; participates in conducting Division-wide training;

    + Serves as a member of the senior management team to conduct long range planning and to formulate and set policies and procedures;

    + Prosecutes the most complex and sensitive cases; presents cases to the Grand Jury;

    + Coordinates prosecutions with the courts and other law enforcement agencies;

    + Interprets legal opinions, then sets and implements policies and procedures for staff and law enforcement agencies; in complex cases exercises prosecutorial discretion to consider recommendations regarding prosecution, compromise, dismissal or retrial;

    + Issues press releases; conducts community outreach within the Judicial District;

    + Represents the Division at meetings and conferences;

    + Acts as a resource and internal consultant to staff, other departments and local law enforcement agencies, prepares correspondence and reports; and

    + Performs related duties as required.*
