1051 IS Business Analyst- Assistant
Under the general direction of the IT Manager, the Business Analyst will be responsible for working closely with the Business to identify and document business requirements solicitation, Use Case development and process workflow engineering as related to application development. This position will develop proposals of potential solutions protypes and solution analysis. The Assistant Business Analyst will support multiple product channels and serve as product solutions analyst. Responsibilities include solution needs, costs and feasibility analysis, including technology and software assessment, system testing and conversion to production; and managing business requirements solicitation, Use Case development and process workflow engineering as related to application development.

+ Conducts solicitation, analysis and documentation of project stakeholder and end user business requirements.

+ Assists in preparing and operating the environment, facilities and tools needed to evaluate systems, products, services or devices. Assists in the collection of feedback on prototypes and designs from users and other’s.
+ Develops business Use Cases and User Stories based on project requirements.
+ Performs analysis, development and engineering of process workflow as related to application development.
+ Communicates business requirements to internal technical teams.
+ Develop application and product prototypes for business and IT.
+ Collaborate with software development and product management teams to clarify requirements and functional design as a consumer advocate; lead and/or participate in all aspects of Software Quality Assurance including planning, estimation, prioritization, test execution, reporting, and sign off.
+ Responds quickly and proactively to resolve problem situations; effectively escalates issues as required; Coordinates multi-vendor support for the technical and administrative resolution of problems.
+ Ensures effective communication between management, customers/users, and if applicable - external consultants.

Minimum Qualifications:
Education:
An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].
Substitution:
Experience in the information systems field, including technical support, content management, administration of network applications or system analysis may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.
Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.
Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.
One year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40 hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
SUPPLEMENTAL INFORMATION
Essential duties require the following physical skills and work requirements: Some positions may require sufficient strength and coordination for lifting, pushing, pulling and/or carrying the weight of computer equipment. May require hand/eye coordination for semi-skilled movements, such as taking apart casings, installing parts and reconnecting computers and for performing data entry. May involve extensive VDT exposure.
Desirable Qualifications:
+ Business Process Design experience
+ Experience in creating business diagrams such as flow charts, swim lane, BMPN, wire frames, data flows, RACI, etc.
+ Project Management experience
+ Experience in providing accessibility, retrievability, security, and protection of data language
+ Application design experience including building APIs, low/no code development, web development, SasS, and AWS development
+ Quality Assurance testing experience
+ Technology Procurement experience
+ Invoice and payment processing experience
+ Aviation or Transportation experience

Selection Procedures:
The selection process will include evaluation of applications in relation to minimum requirements. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview. Depending on the number of applicants, the Department may establish and implement additional screening mechanisms to comparatively evaluate the qualifications of candidates. If this becomes necessary, only those applicants whose qualifications most closely meet the needs of the Department will be invited for an interview.

Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission are required to undergo a criminal history record check, including FBI fingerprints, and Security Threat Assessment in order to determine eligibility for security clearance and may be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
