    Summary About the Position: This position is the Security Officer for the US Army Corps of Engineers, New York District, and is responsible for planning, developing, and administering the Districts physical, industrial, and personnel security programs. Responsibilities Oversee the effectiveness of operations of the security programs of the New York District, to include industrial security, physical security, and personnel security. Directs or conducts security inspections and surveys of the New York District office complex, Area Offices, and field projects. Develops policies and procedures to ensure adequate protection and conformance with legal and policy requirements. Maintains program of downgrades and classification and is responsible for the destruction of classified material. Reviews reports of investigation on all New York District personnel and approves interim or final clearance certificates authorizing employee access to classified information. Conducts preliminary investigations and recommends course of action to the District Engineer and senior leadership. Provides guidance to subordinates engaged in performing personnel security checks, surveys, maintaining files and records as preparation of correspondence reports required in conjunction with investigations and other support services. Specialized Experience GS-11: One year of specialized experience which includes (1) conducting security inspections of government properties and operations; (2) performing investigations for any criminal activity, personnel wrongdoing, or command directed investigations in instances of compromise, or alleged compromise in connection with security violations; (3) completing Anti-Terrorism assessments to include contract review; AND (4) conducting all security related training/briefings.?????? This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9) Specialized Experience GS-12: One year of specialized experience which includes (1) directing and conducting security inspections of government properties and operations; (2) analyze reports of investigations for any criminal activity, personnel wrongdoing, or command directed investigations in instances of compromise, or alleged compromise in connection with security violations; (3) develop policies and procedures to ensure adequate protection and conformance with legal and policy requirements; AND (4) planning, developing, and administering the organizations on physical, industrial, and personnel security programs. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) You will be evaluated on the basis of your level of competency in the following areas: Law Enforcement Physical Security Security Education, Training and Awareness Vulnerabilities Assessment and Management Time in Grade Requirement for GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-9). Time in Grade Requirement for GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
