    About this Job

     

    The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.

     

    SLFPA-E, Operations Department is directly responsible for the three (3) Permanent Canal Closure and Pumps (PCCP) located along the southern shore of Lake Pontchartrain on the London Ave., Orleans Ave., and 17th Street drainage outfall canals in Orleans Parish. The PCCP stations collectively house 17 drainage pumps and 30 Caterpillar, Inc. (CAT) C-175 primary generators along with other ancillary generators, mechanical and electrical equipment required for operation.

     

    The Electrician Specialist Leader position performs at a highly advanced level in the Operations Division (PCCP) for the SLFPA-E. The Electrician Specialist Leader reports directly to the Facility Assistant Maintenance Manager A. (PCCP -Electrical) and assists with the direction and training of helpers and may supervise other electricians or maintenance personnel on a functional basis. Serves as lead worker and has the capability to make independent project-level decisions.

     

    Electrician Specialist Leader position is assigned primarily to the following three Permanent Canal Closure and Pump Stations (PCCP): 17th St. Canal, Orleans Ave. Canal and London Ave Canal, as permanent duty stations. However, such assignment may be changed on a temporary or permanent basis as the needs of the agency warrants and dictates.

    Minimum Qualifications

    One year of the required experience for the following minimum qualifications must have been on-the-job experience:

    Three years of experience or training in the electrical trade.

    Job Duties and Other Information

    Job Duties:

    80% Maintenance

     

    + Install, alter, maintain and repair wiring systems for vertical gates, record surveillance systems, communication radios, interior and exterior lights, electric taps, exhaust fans, and other electrical fixtures and equipment associated with buildings.

    + Maintain electric motors, generators, pumps, and cathodic protection.

    + Perform electrical inspections of electrical equipment, switch gear controls and appliances. Replaces electrical components on control systems; perform some mechanical work in replacing and repairing parts.

    + Install and make repairs on nonmetallic cables (romex, conduits (Greenfield), and thin wall or rigid conduit). Must be able to bend pipe. Bends pipe for specific job sites, as requested.

    + Troubleshoot, repair, and install electrical motor starters, related switchgears and controls.

    + Ensure operational ability of vertical drop, fuel distribution, air compressors, programmable logic controls, and generators.

    + Maintain and make minor repairs to mechanical and electrical equipment on gates and trash screens.

    + Maintain generators used to operate the infrastructure and perform minor repairs as required.

    + Installs electrical equipment such as motors, starters, relays, panel boxes, switches, and coils for single and three phase systems.

    + Installs different types of voltage transformers and may be required to adjust voltage of agency owned transformers. Locates and corrects problems on high and low voltage lines by using insulation meggers, oscillators or tone detectors to locate faults in underground cables.

    + Troubleshoots shorts and open circuits in wiring, motors, and emergency generators.

    + Troubleshoots, repairs, and installs electrical meters, starters, and related switchgear and controls.

    + Installs, tests, repairs, and maintains generators, transformers, converters, regulators, switches, circuit breakers, recording instruments, control systems and other circuit systems.

    + Dismantles repairs and assembles generators, synchronous motors, motor generators, marine motor generators, and rotary converters.

    + Cleans, adjusts and repairs electrical equipment such as air and oil circuit breakers and remotely controlled telemetering equipment.

    + Performs advanced level work in the installation and maintenance of marine electrical systems and related equipment. Installs and repairs marine distribution cables.

    + Installs, tests, repairs, and maintains marine generators, transformers, converters, regulators, witches, circuit breakers, recording instruments, control systems and other circuit systems.

    + Installs and repairs rigid electrical conduits, pulls in conductors, assembles buss bars, phases out and converts conductors, splices cables and seals connectors.

    + Trouble shoots distribution circuits and generating and controlling equipment to locate and correct the causes of outages and improper operation.

    + Uses standard electrical tools and equipment such as volt meters, ammeters, and watt meters. Places and adjusts mechanical contacts, trippers, and time-delay intervals of circuit breakers and relays using feeler gauges, dressing tools, and timing devices.

    15% Operations

    + Operate the pump station during storm events and receive operational training as required.

    + As Electrician Specialist Leader, functions at the lead worker level when applicable.

    + Operate floodgates, generator and pumps and inspect for operations deficiencies.

    5% Administrative

    + Documents inspections and repairs in accordance with USACE Operations and Maintenance Manual.

    + Draws, interprets, updates and files electrical blueprints.

    + Provide guidance to private contractors on electrical system of the facility, field and PCCP components.

    + Directs and trains helpers and may supervise other electricians or maintenance personnel on a functional basis

    Position-Specific Details:

    NOTE: Perform other duties or assignments as directed by supervisor or higher-ranking personnel. The incumbent is on 24-hour call and will be required to report for work and remain there in case of emergency (hurricanes, storms, or other conditions which could lead to flooding) until such emergency subsides. May be required to work at the Lake Borgne Barrier safe house or PCCP or operate floodgates for protection during a storm related or emergency event along with placing and removing stop logs during high water emergencies. Also, may include the making of sandbags, placing and removing sandbags whenever needed.
