The annual budget is the most significant policy document that the city produces. Our department takes this duty seriously, working to ensure that the city is efficient, delivers the right services at the right cost, provides excellent core services, and meets resident expectations.
The Department of Budget & Strategic Planning is comprised of three teams with distinct goals: The Budget and Policy Team develops and monitors the city's annual budget as well as analyzes and evaluates city policies and programs. The Grants Management Team aids departments in acquiring funds from federal, state, and philanthropic sources as well as manages funds the city provides to Norfolk-based non-profit organizations. CivicLab helps city leadership and residents understand and harness our city's valuable data, performs advanced data analytics and assists city employees in improving processes using innovation techniques.
The Department of Budget & Strategic Planning is seeking to hire a Budget and Policy Analyst I. This position is responsible for supporting the preparation and administration of the City’s annual operating and/or capital improvement program budgets for departments and agencies. Responsible for coordinating operating budgets for numerous large, complex City departments with complicated funding sources. In addition, manages and monitors position control in partnership with staff from the Human Resources Department.
Departmental Salary Range: $54,601.00-$62,791.15
Essential Functions
Essential functions include but are not limited to:
+ Evaluates department budget requests and recommend budget adjustments based on historical financial research and comparison, resulting in a detailed analysis and written communication to senior management.
+ Build rewarding relationships with departments to assist with problem solving and process improvement.
+ Identifies and resolves budget problems for departments.
+ Performs citywide position management related functions including monitoring/oversight, annual personnel upload, and review and recommendation of position related change requests, enters and maintains accuracy of position related tables in the city’s HRIS system
+ Completes analyzes or special projects on issues such local impact of a state or federal mandate.
+ Performs data analytics that help support dept-wide restructure and re-organization of staff and operations Assists with the preparation of detailed budget document and other public facing communication
+ Reviews all changes to a department’s budget and staffing and prepares a written recommendation detailing how proposed changes meet service objectives and operational needs.
+ Develops and presents policy analysis to senior management using robust data analysis and visualization techniques.
+ Performs other duties as needed or assigned.
Education/Experience
Work requires broad knowledge of accounting, budgeting, or finance. Knowledge is normally acquired through four years of college resulting in a Bachelor's Degree or equivalent.
One year of budget or accounting experience or an equivalent combination of education and experience.
Preferred Education/Experience:
+ Masters Degree in Public Policy, Public Administration, or an associated field of study
+ Previous experience researching resourcing issues and evaluating budget submissions.
+ Budget and financial management experience.
+ Thorough knowledge of evaluation techniques relating to service delivery and program performances.
+ Considerable analytical and decision-making skills.
+ Excellent verbal and written communication.
Additional Information & Requirements
Work Location: 810 Union Street, Norfolk, VA 23510
Work Hours: Monday through Friday 8:30 am – 5:00 pm; may require evening and weekend availability on an as-needs basis.
Signing Bonus: This position is eligible for a one-time $5,000 signing bonus for applications received on or after February 22, 2022. The signing bonus will be paid in two (2) increments: $2,500 upon completion of 60 days of employment, and $2,500 upon completion of your probationary period. To receive the signing bonus, you must be an active employee in good standing.
+ Regular full-time and permanent part-time employees may receive paid holidays, vacation and sick leave, employer paid pension plan, basic life insurance, voluntary participation in medical and dental, Section 457 deferred compensation, long-term disability, optional life insurance for self, spouse and children, medical and dependent care reimbursement plans, access to membership in credit union and employer provided parking.
+ Special project/grant employees are generally eligible for the same benefits of regular full-time employees; however, retirement, life insurance and participation in health plans vary depending upon funding and authorization.
+ Temporary/seasonal and part-time employees are generally only eligible for employer provided parking and access to membership in credit union.
+ Retirement
If you are hired October 5, 2010, or after to a position with City of Norfolk Retirement System benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
If you are hired January 1, 2022, or after to a position with Virginia Retirement System (VRS) benefits, you will be required to contribute five percent (5%) of your salary toward your retirement benefit. This will be a pre-tax payroll deduction.
+ The Tuition Assistance Program is established to encourage employees toward continued self-development and education. Permanent full-time and permanent part-time classified, unclassified permanent, full-time special projects, and constitutional employees who have completed six months continuous service will be eligible to apply. The applicant’s school of enrollment must be an accredited institution.
