The Maryland Department of Transportation, The Secretary’s Office (MDOT TSO) is seeking an experienced and highly skilled professional to serve as our next Safety/Risk Management and Security Program Lead in the area of Safety and Security. The Safety, Security, and Facilities Office strives to ensure cohesive and effective prevention, preparedness, response, and recovery capabilities across the MDOT enterprise, implementing an all-hazards approach in Emergency Management to address both natural and man-made threats. Additionally, protecting employees through risk management and implementing safety measures are also components of this position.
In this dynamic role, you will be responsible for:
+ Leading the safety/risk management program for MDOT and its modes to ensure compliance and collaboration across the enterprise.
+ Serving as a liaison with law enforcement, homeland security, and emergency management professionals both within MDOT and external to the Department (Federal, State, local, private).
+ Representing MDOT and its modes on various committees, task forces, and work groups, with a focus on emergency management, homeland security, risk management, and employee safety.
+ Developing, implementing, and managing safety and occupational health programs to ensure compliance with local, state, and federal regulations to protect employees.
+ Facilitating the creation and updating of existing MDOT security plans, COOP, COB, emergency response plans, disaster recovery plans, office policies, and safety & security guidelines.
+ Overseeing the activities of the MDOT Safety Council, which was developed and maintained to provide an effective safety and health program through safety and health awareness training, policy development, and compliance with State and federal regulations.
+ Establishing annual goals, objectives, and performance measures to address workplace safety and health and reduce workplace illnesses, accidents, and injuries.
+ Serving as MDOT’s (TSO and Modes) Emergency Coordinator (EC) and State Emergency Operations Center representative (SEOC Rep).
This vacancy exists at MDOT TSO in the Office of Safety, Security, and Facilities, which is located in Hanover, MD (Anne Arundel County).
This position may allow a hybrid work schedule, including telework and on-site work hours.

Qualifications
Preferred Qualifications
Education: A bachelor's degree from an accredited college or university in Safety/Risk Management, Homeland Security, Emergency Operations, or a related field.
Experience: Three (3) years of experience in emergency management and managing a safety/risk management program (preferably in a transportation environment). Two (2) years of experience coordinating and delivering safety training courses.
Note: U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.

Licenses & Certifications
Candidates appointed to positions in this classification may be assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the state of Maryland.

Maryland Emergency Vehicle Operation Certification Federal Security Clearance if deemed appropriate.

+ ICS 700: National Incident Management System (NIMS), An Introduction
+ ICS 800: National Response Framework, An Introduction
Completion of the Homeland Security Exercise and Evaluation Program (HSEEP)
