    Position Description:

    Performs varied and complex administrative duties in the management and coordination of a large specialized project and/or program. Requires independent judgment and application of established policies and procedures. Works under general supervision with evaluation based on overall results obtained.

    Major/Essential Functions:

    Develops and administers engaging training presentations and materials. Conducts in person and virtual emergency management training for campus partners. Manages training schedules for departments. Oversees the Building Emergency Manager campus program, leading the development and delivery of impactful training sessions and fostering ongoing program growth. Manages and maintains the Continuity program. Supports outreach initiatives to promote understanding of Emergency Management's role, including presence at New Employee Orientation and Red Raider Orientation. Works with managing director to develop tabletop, functional, and full-scale exercises including after-action reports, and corrective action plans to evaluate and improve the university’s ability to respond to disasters and emergencies. Works closely with the managing director and other departments to develop additional communication opportunities. Maintains the digital presence for TTU Emergency Management, including the TTU Emergency Management web page. Ensures data and plans on Emergency Management website are accurate and up to date.

    Preferred Qualifications:

    Background in Emergency Management with the understanding of the National Incident Management System (NIMS), the Incident Command System (ICS), and familiarity with the Homeland Security Exercise Evaluation Program (HSEEP). Excellent written and verbal communication skills communicating to all levels of employees within a diverse work environment. Demonstrated ability to exercise alertness and sound judgment in emergency situations to include maintaining leadership, professionalism, and calm demeanor.

     

    Bachelor's degree in the area of specialization or closely related field. Three years of related administrative and technical experience. Additional job-related education may be substituted for the required experience on a year-for-year basis. Education in Emergency Management or Public Administration.

    Occasional Duties:

    Assists managing director in administrative tasks such as overseeing the emergency preparedness budget, coordination with the TTU Fire Marshal’s Office, annual review of university Emergency Management Plan, Annexes, operating procedures, and ancillary response procedures. Works to establish and maintain relationships at the campus, local, and state levels.

    The Texas Tech Office of Emergency Management (TTOEM) is charged with coordinating all emergency management and preparedness activities for the University. TTOEM also coordinates the development of emergency plans, including but not limited to, the Texas Tech Emergency Management Plan (TTUEMP), Emergency Actions Plans (EAP), Incident Action Plans (IAP), and the Continuity of Operations Plans (COOP).
