    The City of West Sacramento is actively recruiting for an Flood Planner to join the City's Flood Protection Division in the planning and delivery of complex single- and multi- objective flood risk reduction projects that support the West Sacramento Levee Improvement Program. The ideal candidate will have experience land use and environmental planning, real estate and working with regulatory agencies, preferably in flood risk reduction, with excellent project management and communication skills. The Flood Planner works cooperatively with the Flood Team, other City departments, the CA Department of Water Resources, the Central Valley Flood Protection Board and the US Army Corps of Engineers in project delivery.

     

    DEFINITION: The Flood Protection Planner is responsible for assisting in the planning, development and implementation of the City of West Sacramento's Flood Management and Protection Program. The Flood Protection Planner supports the City's and West Sacramento Area Flood Control Agency (WSAFCA) projects and objectives by engaging in strategic planning, monitoring work flow, evaluating staff and consultant work products, procedures and public documents; coordinating with Federal, State, Regional and Local Agency staff; and acts as liaison between the City, WSAFCA and its project consultants, and the general public. This is an "at-will" position that is appointed by and sits at the pleasure of the City Manager.

     

    SUPERVISION RECEIVED AND EXERCISED: Receives general direction from the Director of Public Works or his/her designee. May exercise direct supervision over professional, technical and supervisory staff.

     

    CLASS CHARACTERISTICS: This is a single classification that performs duties related to the planning, development and implementation of the City of West Sacramento's Flood Management and Protection Program.

     

    EXAMPLES OF ESSENTIAL FUNCTIONS: (Illustrative Only): Management reserves the right to add, modify, change or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

     

    + Develops work plans and schedules to ensure an effective flood management and protection program.

    + Reviews and evaluates work products, monitors work flow, and may adjust work activities to assure effective project delivery.

    + Assists with planning, directing and coordinating the City's and WSAFCA's flood management and protection policies, programs and objectives.

    + Assists with coordination of other Federal, State, Regional, and Local Agency flood management and protection staff and programs.

    + Assists with real estate and right-of-way in conjunction with flood risk reduction projects.

    + Assists and participates in the City's emergency operations and preparedness planning and implementation in the event of a flood emergency.

    + Assists with public information dissemination and outreach of flood management and protection.

    + Makes presentations to City Council, WSAFCA Board and other public audiences.

    + Represents City and WSAFCA at a variety of meetings.

    + May assist with forecasting, budget, and business analysis to develop and sustain a comprehensive flood protection funding strategy.

    + May direct and manage development, negotiation, and administration of contracts, licenses, permits and other agreements for the flood protection program.

    + May assign work activities and project assignments.

    + May participate in the selection, training, supervision, evaluation and discipline of assigned staff.

     

    EDUCATION AND EXPERIENCE: Any combination of training and experience which would provide the required knowledge and skill. A typical way to obtain the required knowledge and skill would be:

     

    Education: A Bachelor's Degree in public or business administration, urban planning, environmental sciences or closely related field.

     

    Experience: Two (2) years of professional experience in flood protection, environmental planning, land use planning, community development or related field at the full working/journey level which must have included performing one of the following types of planning activities associated with a flood control agency or consulting firm: comprehensive, regional, area, or floodplain management planning; flood control plan/proposal review; general plan amendments; zoning, land division or planning administration. Graduate level coursework may be substituted for up to one (1) year of the required experience.

     

    LICENSES AND CERTIFICATES: Possession of a valid Class "3" or "C" California driver license.

     

    WORKING CONDITIONS: May serve as staff to commissions and may be required to attend off-hour meetings.

     

    PHYSICAL DEMANDS: Mobility to work in a standard office or construction environment, use standard office equipment, and attend off-site meetings. On an intermittent basis, sit at a desk for long periods of time; intermittently walk, stand, bend, squat, twist, and reach while performing office duties; mobility to occasionally traverse uneven terrain; periodically standing, stooping, bending, climbing and kneeling to perform inspections; on occasion, may be required to work in exposure to weather. Manual dexterity to use standard office equipment and supplies and small tools and to manipulate both single sheets of paper and large document holders (manuals, binders, etc.); vision to read handwritten and printed material and a computer screen; hearing and speech to communicate in person and by telephone; ability to lift and carry items weighing up to 25 pounds such as files, manuals, or small tools and equipment for distances up to 50 feet.

     

    ENVIRONMENTAL ELEMENTS: Employees work in an office environment with moderate noise levels, controlled temperature conditions and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing department guidelines, policies and procedures.

     

    An applicant who qualifies for veterans’ preference and successfully places on an eligibility list for initial entrance into employment with the city shall be advanced one rank on the final eligibility list. Where there are five (5) or less qualified applicants, no veterans’ preference shall apply and all applicants shall be placed on the certification list forwarded to the departments for hiring consideration. The exercise of veterans’ preference shall be exhausted upon appointment to a regular position from an eligibility list.
