Description of Job
The Colorado Department of Corrections (CDOC) Faith and Citizen Program develops strategies and processes to enable facilities to provide opportunities for offender self-improvement and successful reintegration program utilizing volunteer organizations from the surrounding communities.
This position exists to manage the operation of the volunteer system for the Department of Corrections within the assigned region, including recruiting, training and supervising volunteers. Analyze, implement, monitor, and direct all volunteer program activities within assigned areas of responsibility.
Primary job duties include, but are not limited to:
+ Project leader in a specified area of the volunteer system that assures compliance of rules, laws, regulations and procedures for the Faith and Citizen Programs system that encompasses personnel ranging from Facility Volunteer Coordinators, Chaplains, Volunteers, Program Providers, Mentors, Interns and other staff;
+ Evaluate and respond to specific offender issues to tailor guidance to fit the unique circumstances while assuring security compliance;
+ Research and develop new administrative procedures to efficiently enhance program recruitment and promote receipt of donations;
+ Investigate and respond to questions relating to volunteer opportunities and programs;
+ Ensure that background checks and application processes are complete, and that communications with staff and other facility departments are clearly understood and functioning well;
+ Provide essential consultation and direction to staff and administration on procedures related to the scope of Faith and Citizen Programs;
+ Draft and review policies to assure compliance with current regulations, federal/state statutes and ACA standards;
+ Maintain technical expertise in assigned areas of faith tenets and practices in order to maintain compliance within security operations;
+ Plan, develop, coordinate, monitor and evaluate volunteer programs, program expenditures, objectives and volunteer staffing;
+ Responsible for data input of offender faith changes and meeting with offenders to assist in the correct interpretation of the corresponding Administrative Regulations;
+ Maintain compliance in Faith and Citizen Programs data and documentation systems;
+ Prepare monthly, quarterly and annual reports as required;
+ Requires statewide travel;
+ Position may have additional duties, as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
EXPERIENCE :
Six (6) years of professional experience in managing or coordinating a volunteer program, which must include program objectives, policies, and providing training; oversight of a program to include quality assurance monitoring and ensuring adherence to regulations and quality performance; participate in the determination of participant eligibility, program requirements, and program benefits; and oversee and ensure measurements, business outcomes and data in support of the volunteer/work program

EXPERIENCE AND EDUCATION :
Two (2) years of professional project coordination experience in managing or coordinating a volunteer program, which must include program objectives, policies, and providing training; oversight of a program to include quality assurance monitoring and ensuring adherence to regulations and quality performance; participate in the determination of participant eligibility, program requirements, and program benefits; and oversee and ensure measurements, business outcomes and data in support of the volunteer/work programand Graduation from an accredited college or university with a bachelor's degree in criminal justice, social work, behavioral sciences, education, human resources, religious studies, or in a closely related field. (College/university transcripts noting name of college/university, name of student, degree type and date conferred/awardedmust be uploaded with application in order to receive credit.)
*Professional experience involves exercising discretion, analytical skill, judgment, and personal accountability and responsibility for creating, developing, integrating, applying, and sharing an organized body of knowledge that characteristically is: uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelor's or higher degree with major study in or pertinent to the specialized field and continuously studied to explore, extend and use additional discoveries, interpretations, and application and to improve data, materials equipment, applications, and methods.
**Project coordination includes the development, implementation, coordination, and supervision of program goals, objectives, and activities. Coordinators work with program stakeholders, and procedures to ensure the implementation and success of programs.
Substitutions: Work experience in the occupational field or specialized subject area of the work assigned to the job as listed above, which provided the same kind, amount, and level of knowledge acquired in the required education, may be substituted on a year-for-year basis for the bachelor's degree.
A master's or doctorate degree from an accredited college or university in a field of study related to the work assignment may be substituted for the bachelor's degree and one year of professional experience.
Additional appropriate education in the areas described above will substitute for the required experience on a year-for-year basis.
