Within DCF, theSubstance Abuse and Mental Health (SAMH) Programoffice is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
Northeast Florida State Hospital (NEFSH)is a 613-bed, licensed mental health treatment facility that provides person-centered services to adults suffering from severe and persistent mental illness. The hospital, located in Macclenny, was established in 1959 and is the largest state operated civil treatment facility.

This is a highly responsible and professional position that will serve as a Maintenance Superintendent II at the Northeast Florida State Hospital. This position will collaborate with each section within the state facilities and be required to use independent judgement, take initiative in carrying out duties and responsibilities and should be extraordinarily detail oriented.
The incumbent shall manage the maintenance of 650,203 square feet of buildings and Utilities in the campus of Northeast Florida State Hospital. This is called the "General maintenance" group. This position reports directly to the Operations Management Consultant Manager for Facilities Management.
Specific Duties and Responsibilities include:
+ Plan and schedule the maintenance work in accordance with established priorities from the Operations Management Consultant Manager for all facilities at NEFSH.
+ This will include systems such as heating, air conditioning, ventilation, plumbing, electrical, electronic/pneumatic controls, painting and carpentry.
+ Verifying the KRONOS schedule and making adjustments to meet operational needs and/or minimize potential for overtime.
+ Is responsible for maintaining accurate record of leave used and current leave balances for all assigned staff.
+ Delegate all work to the appropriate Trades Supervisor through SRS; solicit proposals for required materials to assure the most cost efficient purchases.
+ Prepare requisitions for input in the MFMP system.
+ Send driver to Jacksonville weekly to pick up materials not delivered by the vendor and materials needed for priority work.
+ Monitor and inspect all work to assure maximum customer satisfaction with excellent quality of work on a timely basis.
+ Monitor and inspect all annual contracted services for compliance and timelines.
+ Monitor and review all work orders in the Service Request System daily.
+ Develop and maintain preventive maintenance programs in the Service Request System to extend the life of all systems to the maximum.
+ Maintain records of all programs. Assist the Operations Management Consultant Manager for Facilities Management in the preparation of budget issue proposals and establishing priorities for future FCO projects.
+ Review specification and drawings prepared for specific projects for accuracy, completeness and cost effectiveness.
+ Evaluates personnel and provide necessary counseling or initiate disciplinary action if necessary.
+ Prepares cost estimates for proposed project to include materials, equipment and labor.
+ Attends training sessions, conferences and meetings as required.
+ Performs related work as required.
Knowledge, Skills and Abilities required for the position:
+ Knowledge of electrical/mechanical equipment and systems, such as: chillers, cooling towers, condensers, electronic controls, and boilers.
+ Knowledge of plumbing systems and codes.
+ Knowledge of irrigation, fertilization, pest control (interior and exterior), pruning, maintaining lawn, trees and shrubs.
+ Knowledge of safety practices.
+ Knowledge of the procedures and methods used in the cleaning, repairing and maintenance of buildings.
+ Skill in using hand and power tools.
+ Skill in cleaning, repairing and maintaining buildings.
+ Skill in painting surfaces.
+ Ability to read and interpret engineering and architectural plans and specifications.
+ Ability to understand and analyze technical data for large and complex electrical/mechanical systems comprised of parts and maintenance manuals, equipment drawings and schematics, operation and troubleshooting standards, and all for operations and maintenance work.
+ Ability to supervise people.
+ Ability to maintain grounds.
+ Ability to utilize problem-solving techniques.

Minimum Qualifications:
+ Three years of experience in skilled trades.
+ At least three years of supervisory experience in a facilities management environment.
+ Vocational/technical training in a skilled trade can substitute at the rate of 720 classroom hours for a maximum of two year of the required experience.
