    Position Overview and Responsibilities:

    The Florida Department of Environmental Protection protects, conserves and manages the state’s natural resources and enforces its environmental laws. Each position works together as a whole to advance Florida’s position as a world leader in protecting natural resources while growing the state’s economy.

     

    This is a highly professionalintermediate levelsupervisory and managerial position in the South District’s Permitting Program. Manages a team ofentry-level and intermediate-leveltechnical staffwho review, and processlow-complexitypermit applications for solid waste management facilities, wastewater treatment and disposal facilities, potable water systems, stormwater treatment, and others. The position also manages compliance assistance and enforcement staff working in the Underground Injection Control (UIC) program. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. If position is supervisory, incumbent is also expected to actively support and work toward fulfilling the Agency’s Affirmative Action objectives.

     

    Spends majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and who have the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

     

    Permit Timeliness and Quality

     

    Oversees the timely issuance of permits, minimizing the number of requests for additional information and subsequently time to process permits, and ensuring that permits are drafted as soon as possible after the application is determined to be complete and reasonable assurance of compliance with applicable rules has been provided. Ensures that permits are accurate and coordinates as needed with the Compliance Assurance Program (CAP) staff to ensure that the permit for facilities addresses necessary corrective actions, where appropriate. Reviews and recommends final issuance/denial of permit applications using sound environmental and engineering practices in accordance with Florida Statutes and Administrative Codes. Ensures that project clearance and approval to place facilities into operation is completed in a timely manner.

     

    Reviews all reports and correspondence prepared by staff with respect to quality and accuracy of scientific data provided for public record, including agency actions and action items. Modifies and critiques documents as necessary. Oversees and assists staff personnel in complex site investigations and resolutions.

     

    Works with the appropriate Division staff to implement and streamline programmatic processes as a means of continuous process improvement. Builds and motivates the Permitting team by engaging staff in cross training and process improvement activities.

     

    Outreach

     

    Engages staff in compliance assistance outreach events for consulting engineers and utility staff to facilitate the receipt of complete permit applications. Encourages pre-application meetings to assist with timely permit processing.

     

    Program and Staff Management

     

    Provides technical, scientific and professional guidance for the Facilities Permitting programs. Oversees the distribution of work within the program to ensure incoming workload is fairly distributed. Responsible for compiling analysis and evaluating complex scientific data regarding the environmental and engineering aspects of proposed projects. Monitors work performance of direct reports, including periodic written evaluations and discussions; counseling to develop skills and correct deficiencies; recognizing employee accomplishments; and recommending timely disciplinary actions as needed. Reviews timesheets and leave requests. Documents recommendations for special pay increases, reclassifications, and disciplinary actions, when appropriate. Efficiently carries out employee selection actions when vacancies are to be filled. Conducts performance appraisals for employees at least annually. Identifies inferior performers and initiates improvement plans. Identifies stellar employees and provides opportunities for increased visibility and professional development training.

    Compliance Assistance:

    Responsible for district-wide coordination of compliance assistance activities in the Underground Injection Control (UIC) program area to help the public and regulated community maintain compliance with applicable State, and Federal regulations. Surpervises staff to meet or exceed the Level of Service (LOS) for compliance visits. Ensures that routine feedback is obtained from regulated facilities. Plans, coordinates and implements compliance assistance site visits, outreach and public information programs. Provides technical assistance to the general public, consulting engineers, governmental officials, and applicants regarding state and federal requirements for the Underground Injection Control (UIC) program .

    Compliance Assurance:

    Surpervises staff to meet or exceed the LOS for compliance inspections. Reviews and e valuates compliance inspection reports and complaint investigations. Ensures that the reviewed inspections reports are sent to the facility in a timely mannner. For any non-compliance issues discovered during compliance or complaint inspections, oversees and guides the recommendations of staff to ensure proper and timely resolution of those those violations. For major violations at facilities, recommends whether formal action is necessary to bring facility into compliance; consults with Division and Assistant Director, as necessary. Tracks compliance and enforcement status through the Department’s various databases to ensure completion of LOS and State Review Framework (SRF) metrics (if applicable). Reviews all inspection reports, in-compliance letters, non-compliance letters, warning letters, notices of violations, case reports, peer review memos and assists in preparation of enforcement cases. Ensures that all citizen complaints are addressed in a prompt and effective manner and follow-up actions are completed.

    LOS and Metrics:

    Responsible to meet or exceed the required LOS to the Department’s internal and external customers. Ensures that all LOS and metrics are met or exceeded, including CAP metrics, SRF timeliness (if applicable) and accuracy metrics and all other metrics set by the Assistant Director and/or District Director. Prepares metric status reports for management on a monthly basis. Coordinates with leadership to implement programmatic process improvements.

     

    Program and Staff Management

     

    Responsible for recruiting, training, workload assignments and workload tracking of Underground Injection Control (UIC) program compliance staff in the South District. Coordinates with the Assistant District Director to ensure that Department, Division and District Directives are followed by the District’s CAP staff. Attends or assures attendance to applicable annual training workshops, teleconferences, meetings, seminars, and OSHA mandated safety courses. Responsible for preparing a multi-discipline training program and maintaining a training schedule for all subordinates to ensure that the LOS is served and that the funding categories are utilized appropriately. Oversees employee performance. Measures performance, conducts performance appraisals, provides feedback, supports good work efforts and takes necessary actions to correct poor performance issues. Responsible for monitoring time and attendance of subordinates.

     

    Performs other related duties as required or directed.

     

    District Response Team (DRT)

     

    The incumbent of this position has been identified as emergency Mission Essential Personnel in accordance with Rule 60L-34.0071(3)(e)1.a., F.A.C., and, in that capacity, may be required, on short notice, to perform duties and travel in support of emergency efforts. All leave approved is subject to recall in the occurrence of a major event. Leave should be coordinated with backup/cross-trained staff and approved by management to ensure that DEP essential functions can be performed, if required. This position may be placed on-call to remain available to perform essential duties.

     

    Working hours: Variable hours, minimum 40 per week. This position is not eligible for teleworking. The position requires occasional evening meetings, out of town travel.

    Skilled in managing and critically evaluating data and preparing program metrics reports to assess and meet required Levels of Service.

    Minimum Qualifications:

    At least 4 years of verifiable related experience in regulatory inspection/compliance/permitting or other professional related experience. Post-secondary degrees from an accredited college or university with a major in a natural or physical science may be used as an alternative for the required years of experience on a year-for-year basis, for a total of four years.     Position of Special Trust Requirement:

    This position is designated as a Position of Special Trust in accordance with DEP Directive 422 Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

    Preferred Qualifications:

    Minimum of four years of verifiable professional related experience.

     

    Experience evaluating the conveyance, treatment, and disposal of pollution.

     

    Experience in training individuals and/or groups to evaluate technical projects.

     

    Knowledge of (and experience applying): The department’s permitting process, policies and procedures.

     

    Professional Engineering License.

     

    Knowledge of state and federal regulations pertaining to the Underground Injection Control (UIC) program.

     

    Knowledge of Chapter 403, Florida Statutes (F.S.), and Rule Chapters 62-528.

     

    Basic knowledge of Clean Water Act (CWA), Safe Drinking Water Act (SDWA), and National Pollutant Discharge Elimination System (NPDES) program.

     

    Basic knowledge of wastewater treatment processes and technologies, and groundwater dynamics.

     

    Knowledge of (and experience applying): The Department’s compliance and enforcement process, policies and procedures, DEP’s Enforcement Manual; the Environmental Litigation Reform Act (ELRA); Directive 923; and the Program Specific Guidelines for Characterizing Violations.

     

    Skill in working with the public and providing excellent customer service by using active listening skills, conflict resolution skills, and negotiation skills.
