    The Office of Financial Regulation (OFR) is responsible for licensing, chartering, examining, and regulating depository and non-depository financial institutions and financial service companies, including state-chartered banks, credit unions, trust companies, loan originators, mortgage lenders, securities dealers, investment advisors, consumer collection agencies and money transmitters throughout the state of Florida.

    SPECIAL NOTES:

    Requirement:

    + Four (4) years of professional work experience. A postsecondary degree may be used as an alternative for the years of work experience on a year-for-year basis.

    Preferences:

    + Two (2) years of budgeting, finance, economics, fiscal, or accounting work experience.

    + A bachelor’s degree from an accredited college or university with major course of study in business administration, economics, finance, accounting, or risk management.

    + A master’s degree from an accredited college or university with a major course of study in business administration, economics, finance, accounting or risk management.

    + Individuals designated as a Certified Public Accountant (CPA).

    + Recent professional experience in budgeting, analyzing, or auditing financial data within a federal, state, or local government office.

    + Experience using the State of Florida’s FLAIR (Florida Accounting Information Resource) system and/or the Florida Palm Project.

     

    This position requires a security background check, including fingerprint as a condition of employment.

     

    The anticipated annual salary range shall be from $65,000.00 to $92,000.00. The starting salary shall be commensurate with the selected candidate’s competencies and qualifications.

     

    Employees of the Department of Financial Services are paid on a monthly pay cycle.

    All applicants seeking employment with the OFR are subject to mandatory background checks conducted through the DFS, Bureau of Human Resource Management in accordance with the requirements of chapter 435, Florida Statutes, and reviews by OFR. Applicants may be disqualified for employment based on the information that may be obtained through research and/or OFR’s review process.

     

    No applicant may begin employment until the background screening results are received, reviewed for any disqualifying offenses, and approved by the Agency. Background screening shall include, but not be limited to, fingerprinting for State and Federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies.

    MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

    + Knowledge of mathematics and statistics.

    + Knowledge of finance, accounting and/or auditing principles and procedures.

    + Knowledge of supervisory and/or administrative principles and practices.

    + Knowledge of the methods of compiling, analyzing and presenting complex data, including financial data.

    + Knowledge of the techniques utilized in conducting financial examinations or investigations of financial services companies.

    + Knowledge, skilled and the ability to plan, organize, and present complex budget information.

    + Ability to review, analyze and evaluate data; examine financial records; conduct research and prepare complex reports.

    + Ability to understand, interpret, and apply laws, rules, regulations, policies and procedures; probe and obtain critical facts; utilize problem-solving techniques.

    + Ability to communicate effectively; establish and maintain effective working relationships with others.

    + Ability to determine work priorities, assign work, and ensure proper completion of work assignments.

    + Ability to develop and conduct training programs; and work independently.

    + Ability to apply technical innovations to existing systems and effectively use computer hardware and software.

    + Knowledge, skills and ability to utilize the State of Florida's FLAIR system.

    BRIEF DESCRIPTION OF DUTIES:

    This position works directly with the Planning & Budgeting Administrator, the Chief Operating Officer, and the Commissioner of the Office of Financial Regulation (OFR) on the formulation and communication of budget and fiscal policy and priorities of the office and participates directly in the decision-making process.

     

    The Financial Administrator is responsible for assisting with all aspects of the OFRs budget and fiscal functions of the Office, including budget and fiscal operations within the Budget and Analytics unit.

    These duties and responsibilities include:

    Assist with periodic reporting to the Commissioner and Chief Operating Officer and other stakeholders as assigned by the Planning & Budgeting Administrator.

     

    Represents the Agency in Palm Project meetings and makes recommendations to the Palm Project favorable to the OFR to best position itself and its fiscal processes for the future.

     

    Supervises the aggregation of data for employee travel, P-Card, and other expenses, reviews travel and expense reimbursement requests made by employees, and prepares reports, as needed, for the Planning & Budget Administrator.

     

    Participates in policy making decisions regarding the operational and regulatory aspects of the Office including reviewing and recommending policy changes. Assist the Budget and Analytics Unit regarding legislation and rulemaking to ensure the unit can effectively regulate its program areas.

     

    Assist in the planning functions including the preparation and revisions of the Long-Range Program Plan (LRPP), planning activities and assist in coordinating related operational plans and programs.

     

    Assist in the preparation of OFR’s Legislative Budget Request (LBR) and associated schedules and exhibits. Coordinate the submission and presentation of OFR’s LBR and associated priorities as established by OFR management.

     

    Perform complex reviews and budget analysis, which include the preparation and utilization of the state of Florida’s Budget Amendment Processing System (BAPS); the Legislative Appropriation System/Planning and Budgeting Subsystem (LAS/PBS); the State of Florida's Florida Accounting Information Resource (FLAIR) system; and other systems required to facilitate OFR's budget.

     

    Perform Office-wide research functions and provides budgetary assistance to divisions to ensure consistency with Office goals and objectives. Coordinate and compile reports showing progress toward Office goals and objectives as reported by the divisions.
