This position is located in Tallahassee, FL

Position Overview and Responsibilities:

This is a professional planning position in the Resilient Florida program responsible for coordinating and assisting in the implementation of the program’s role in community and coastal resilience planning initiatives and will conduct organizational studies and evaluations on office procedures providing technical assistance and developing procedures to assist the program to operate more efficiently and effectively. The position is responsible for assisting Resilience Planning Grant applicants and recipients in the development of comprehensive plan amendments that address resilience to flooding, including but not limited to those required by the Peril of Flood Statute (Chapter 163.3178(f), F.S.) This position involves exercising independent judgment and requires professional experience in community planning, interagency coordination, partnership development and the provision of technical assistance to local governments.

+ Provides technical assistance to local governments on coastal flooding and sea level rise adaptation planning.

+ Assists other planners and staff on community and coastal planning issues and assists as needed in the review of comprehensive plan amendments.

+ Coordinates and participates in future coastal planning initiatives developed in partnership with other local, regional, state, and federal programs as approved for participation by management.

+ Assists with reviewing and ranking proposed Resilient Florida Grant applications.

+ Participates in interagency meetings and public meetings as the Department representative as needed.

+ Participates in conferences, workshops, inter-agency committees, and similar activities relevant to the position.

+ Works with other staff members to ensure planning coordination among functional areas.

+ Prepares and maintains accurate reports and records describing resilience planning activities.

+ Assists in drafting scopes of work for planning grant agreements and coordinating with grantees as needed to finalize scopes of work.

+ Monitors the submittal of deliverables and assists with reviews and suggestions for draft deliverable submittals.

+ Assists in reviewing Resilient Florida Planning Grant deliverables for consistency with the scope of work in the approved grant agreement and make recommendations to the Environmental Administrator regarding consistency.

+ Assists in coordinating with webmaster for updates to Program websites as needed.

+ Acts as a contact for assigned Resilience Planning Grants

+ Performs other duties as assigned.

Required Knowledge, Skills, and Abilities:

+ Ability to read and understand Florida Statutes

+ Ability to read and understand DEP Policy and filed legislation during session

+ Ability to communicate clearly and effectively both verbally and in writing

+ Ability to establish effective working relationships

+ Ability to apply planning methodologies

+ Ability to apply critical thinking for planning problems

+ Ability to independently exercise sound judgment performing duties

+ Ability to handle multiple tasks and manage time efficiently

+ Ability to provide technical assistance to Department staff, local governments, and other external stakeholders

+ Ability to develop and provide presentations to the public

+ Ability to represent the Department on committees and provide effective presentations

Minimum Qualifications:

+ At least four years of verifiable related experience. Post-secondary degrees from an accredited college or university may be used as an alternative for the required four years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.

+ A valid driver’s license.

+ Ability to travel.

+ AICP professional preferred

+ Certified Floodplain Manager preferred
