Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the RANGE SYSTEMS ENGINEERING DEPARTMENT, LIVE VIRTUAL CONSTRUCTIVE (LVC) TRAINING OPERATIONS BRANCH of NAVAL SURFACE WARFARE CTR CORONA DIV, located in Norfolk, VA. This position is part of the Warfare Centers Personnel Demonstration Project. The NT-05 pay band encompasses positions equivalent to GS-13 and GS-14. Responsibilities You will serve as the Navy's key operational exercise technical lead providing operational level of war (OLW) exercise design, simulation and command, control, communications, computers, and intelligence (C4I) architecture, scenario development. You will exercise control subject matter expertise across the Joint Exercise Lifecycle (JELC) to include designated planning conferences, engineering functional and operational tests, dress rehearsals and event execution. You will develop modeling and simulation toolkit options, to include the Joint Semi-Automated Forces (JSAF) Simulation system as part of the Navy Training Baseline (NTB) and Joint Theater Level Simulation (JTLS). You will support Navy operational level to tactical level (OL-TL) training solutions and tailored Fleet Synthetic Training Operational Level of War (FST-O) solutions. You will exercise design, scenario development, and execution of the event, making recommendations for adjustment to the Navy Maritime Operations Center-Exercise Support Team (MOC-EST) Exercise Planning Process. You will support the development and execution a complex program budget to include reporting requirements. You will adapt behavior and work methods in response to new information, changing conditions, unexpected obstacles, or ambiguity. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS 11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Coordinating, developing or designing combat training or simulation events to provide recommendations and development of training plans and program budgets for a Warfare training program.
