Position Summary
The Chief Information Officer provides leadership for the provision of all campus technology services at UW-River Falls. This position develops and communicates institutional strategic plans to ensure that resources are utilized and to provide effective, high-quality information technology services in support of the university’s teaching, research, service, and administrative goals. The CIO is responsible for providing vision and leadership in planning, development, integration, maintenance, and support of information and instructional technology.
Working collaboratively with campus constituents, the CIO helps set priorities for the deployment of technology and interacts directly with institutional leadership. This role typically manages IT services through subordinate directors and identifies changes and trends in computer and systems technology, interpreting their meaning to senior management.
Areas of responsibility include technology services, help desk, IT service management, project management, technology procurement, budget management, technology contract management, computer and instructional labs, classroom technology, enterprise applications, application and development services, servers, storage area network, network and VoIP infrastructure, audio and media services, web services, information security, ID carding office, desktop/endpoint administration and support services, and other event-related technology support.
Additional responsibilities include serving as Vice-Chair of the University Technology Council, participating as a member of the Chancellor’s Cabinet and the University of Wisconsin System CIO Council, and representing the University’s information technology interests at the regional, state, and national levels.
Responsibilities
+ Assume administrative responsibility for all long-term institutional information needs and develop overall strategies for information needs and integration approaches, including systems development, evaluation, enterprise IT solutions, and hardware acquisition
+ Serve as a leader to ensure the integrity of organizational data, proprietary information, and related intellectual property through information security and access management
+ Develop and direct strategic instructional and information technology planning initiatives and establish objectives to ensure appropriate use of financial, administrative, and staffing resources, and alignment with strategic plans
+ Develop operating policies, effective IT governance groups, and procedures to ensure compliance with regulations, institutional policies, and objectives
+ Exercise supervisory authority, including hiring, transferring, suspending, promoting, managing conduct and performance, discharging, assigning, rewarding, disciplining, and/or approving hours worked for 6 full-time equivalent ( FTE ) employees
+ Develop and audit all division budgets and lead annual planning and reporting
+ Serve as the liaison representing the interests of internal and external stakeholders and act as a resource on instructional and information technology services for all university units
+ Represent the university on matters related to instructional and information technology in state, regional, and national forums
+ Develop strategic IT plans, policies, and procedures to meet campus community needs and ensure alignment with non-IT missions
+ Advise institutional or divisional leadership on information technology operations and business models
+ Provide leadership and perform managerial functions for the Technology Services leadership team and manage the department through subordinate managers
+ Oversee the planning and deployment of instructional and IT resources (data, voice, and video) to support the university’s teaching, research, and administrative functions, and facilitate collaboration among university units for effective and efficient implementation
+ Foster a culture committed to quality customer service and best business practices
+ Collaborate with the UW System CIO Council on common policy and planning concerns, and on the acquisition and deployment of common systems and consortium procurements
+ Oversee audit and security protocols and enforce compliance with IT security policies
+ Provide leadership on the adoption of emerging technologies by advising institutional leaders of relevant advancements and supporting end users in their implementation
+ Provide leadership and oversight of project charters, project plans, and project reviews to ensure campus technology needs are met efficiently and cost-effectively
+ Provide leadership and oversight for university technology procurement and contracting (hardware and software), data governance and classification, and the evaluation of emerging technologies to ensure their appropriate application across university functions
Knowledge Skills and Abilities
Qualifications:
+ Bachelor’s degree in business administration, Information Systems, or a related field in information and instructional technology.
+ At least five years of progressively responsible experience in managing information and technology services in a complex environment with broad knowledge of the latest information technology trends and applications, preferably in support of university operations.
+ Thorough knowledge of computing, networking, and support service delivery in a complex environment.
+ Strong leadership and management experience, with the proven ability to manage a large and diverse staff, including the allocation of human and financial resources.
+ Demonstrated expertise in customer service, IT service management, and project management methodologies.
+ Excellent decision-making abilities
+ Deep understanding of administrative computing systems in ERP solutions
+ Demonstrated ability to mobilize resources effectively and foster innovation by leveraging core infrastructure services to support research, learning, and service functions.
+ Proven track record of building and leading teams, nurturing collaborative relationships, and providing direction to senior leaders across the institution.
+ Ability to engage and collaborate with faculty, staff, and students to plan, promote, implement, and assess IT services.
+ Strong communication skills with the ability to interact with stakeholders at all levels, including senior institutional leaders, UW System, and governmental/legislative bodies.
+ Ability to set and prioritize objectives within a budget and demonstrate visionary thinking to achieve long-term goals.
+ Proven commitment to fostering and maintaining a service-oriented culture in IT services and operations.
+ Strong ability to take a proactive management approach, balancing short-term needs with long-term strategy.
Preferred Qualifications:
+ Master’s degree in business administration, Information Systems, or a related field in information and instructional technology.
+ ERP experience in distance learning and diverse course delivery models.
+ Experience and proven ability to work effectively with academic governance processes and integrate them into IT planning and decision-making.
