Chenega Agile Real-Time Solutions (CARS) was created with the purpose of providing integrated enterprise IT support to Federal customers both CONUS and OCONUS. CARS employs Subject Matter Experts (SMEs) with decades of experience working in the Federal marketplace.
Chenega Agile Real-Time Solutions (CARS) is seeking a highly experienced **Project Manager** to lead critical initiatives within the Defense Health Agency (DHA) Web & Mobile Technology (W&MT) Program Management Office. This role is ideal for a results-driven leader with a background in managing large-scale, mission-critical technology projects in the DoD space, including network/systems engineering and web/mobile application development. This role requires effective communication, strategic planning, and the ability to navigate organizational change while ensuring project success.
Responsibilities
+ Oversee the delivery of multiple Web & Mobile Application Development projects under the DHA W&MT PMO.
+ Provide leadership and direction to cross-functional teams, including developers, engineers, UX designers, and support technicians.
+ Coordinate across government stakeholders, site owners, and project teams to ensure alignment of goals, scope, and timelines.
+ Ensure adherence to **Agile (Scrum and Kanban)** practices and Software Development Life Cycle (SDLC) standards across all phases—from architecture and usability to accessibility and compliance.
+ Manage project status reporting, risk mitigation strategies, and continuous improvement efforts.
+ Regularly brief internal and external stakeholders, including DHA leadership, on project milestones, deliverables, and performance.
+ Apply change management principles to navigate organizational shifts and ensure stakeholder engagement throughout.
+ Track and manage budgets, resource allocation, and timelines to ensure successful delivery on time and within scope.
+ Supervise technical and operational staff with a focus on performance, accountability, and professional development.
+ Support and contribute to ongoing process improvement efforts, including CMMI-based quality assurance practices.
+ Contribute to company-level and contract-specific improvement initiatives as required.
+ Other duties as assigned.
Qualifications
+ Bachelor's degree in a relevant field (preferred).
+ 8+ years of relevant experience.
+ Experience in DoD Healthcare IT (preferred).
+ Project Management Professional (PMP) certification (preferred).
+ Certified Scrum Master or Certified Scrum Product Owner certification (preferred).
+ ITIL 4 Certification (preferred).
+ Background check required.
Knowledge, Skills, and Abilities:
+ Ability to obtain Public Trust
+ Understanding of the Software Development Life Cycle
+ Deep understanding of project management methodologies and best practices.
+ Proven leadership skills with the ability to motivate and manage cross-functional teams.
+ Excellent communication and interpersonal skills.
+ Ability to work independently and yet be effective within a team setting
+ Must be capable of managing multiple efforts with time-related constraints in a fast-paced contracting environment
+ Demonstrated ability to effectively communicate and collaborate with diverse internal and external stakeholder groups and individuals
+ Friendly presence, helpful attitude, good interpersonal skills, and ability to work well with others.
+ Excellent skills in Microsoft Word, Excel, and other Office applications
+ Proficient with Microsoft Office Applications, and experience working in a home office setting as well as the ability to train end users on frequently asked technical issues.
+ Ability to provide technical assistance and support over the phone, good phone skills, professional demeanor, and previous customer service experience strongly desired.
+ Good problem-solving skills with the ability to visualize a problem/situation and think abstractly to solve it
