    This job is responsible for the procurement of complex materials, equipment and services for a manufacturing facility producing products for the power industry. This position will issue Requests for Quotation, evaluate Supplier bids, negotiate final price and Terms & Conditions and issue Purchase Orders to Suppliers for castings, machined components and assemblies. The overall objective is to deliver all goods and services at or below budget while meeting quality and schedule requirements. Included is analysis of current market price levels and delivery trends. This position will also evaluate overall performance of existing Suppliers, investigate new competitive suppliers, and complete the qualification / requalification process.

    + Formulate a procurement strategy for assigned commodities in support of material, equipment and service purchases, taking into consideration cost, quality and schedule requirements.

    + Interface with Engineering and the Project Team to develop and issue Requests for Quotation. Review and evaluate Supplier bids, negotiate final price and Terms & Conditions including appropriate "flow down" of Customer terms. In conjunction with the Project Buyer and Project Team, select Supplier and issue Purchase Order in conformance with approved requisition.

    + Support the Proposal/Estimating Teams with current market pricing through obtaining quotes, using recent historical pricing and/or developing cost standards for assigned commodities. Monitor Suppliers' capacity/shop loading and provide delivery lead times based on current market conditions.

    + Negotiate Long Term Supply Agreements for selective commodities with the objective of ensuring delivery and volume price discounts.

    + Manage supplier schedules and progress reporting of material procurement, fabrication, assembly and test, shipping preparation and shipment.

    + Proactively identify and mitigate risks that could impact supplier performance or delay deliveries.

    + Interface with Suppliers and Engineering as the lead in developing Cost Reduction opportunities for assigned commodities.

    + Responsible for timely processing of Supplier non-conformances including the resolution of back charges, schedule and warranty issues.

    + Identify synergies between sister companies and develop mutually beneficial procurement strategies to leverage Babcock Power Inc spend.

    + Evaluate and manage Supplier performance. Continuously search for new qualified, competitive Suppliers. Responsible for management of Supplier Qualification for assigned commodities.

    + Travel to Suppliers, Customers and Sister Companies, as required.

    Job Requirements / Skills, Knowledge and Abilities:

    - Four (4) year Bachelor's Degree is preferred

     

    - Minimum of five (5) years of experience in Purchasing or Supply Chain Management, preferably within a manufacturing or project-based environment.

     

    - Strong knowledge of logistics and general manufacturing processes is required.

     

    - Experience with procurement of casting and machined components preferred

     

    - Requires above average computer skills including MS Office products. Database, Lotus Notes and ERP Software knowledge is a plus.

     

    - Certified Purchasing Manager (CPM), or equivalent certifications in the Purchasing field are a plus.

     

    - Communication and negotiation skills in a team environment are required. Requires solid basic math skills and advanced problem-solving abilities. Strong verbal and communication skills are required. Domestic and International travel, as required. Knowledge of Business Law and general accounting practices are a plus.
