The City of Saint Charles Human Resources Department is currently recruiting for the position of Director of Public Works. The purpose of this position is to oversee the City's Public Works Department. The Director of Public Works is responsible for the planning, directing, and managing the Utilities, Facilities and Street Divisions. In addition the Director develops and promotes relationships with the general public; City Council; City Administrator, boards and commissions; various employee groups; other City departments; and other government entities.
Essential Duties and Responsibilities
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
+ Responsible for the oversight of operating divisions of Public Works: Street Division, Utilities Division, Facilities Maintenance Division; manages the Wastewater Treatment Facilities; Fleet, Storm Water and oversight of various programs.
+ Prepares and manages Department budget. Develops budget requests for construction and maintenance, materials, labor, and equipment needs for public works functions. Approves expenditures. Prepares cost estimates, recommendations, and requests for authorization and funding.
+ Reviews and recommends staffing levels, equipment and supply acquisitions.
+ Sets, reviews and approves goals and objectives for Public Works division heads.
+ Confer with engineers, developers, architects, and a variety of agencies and the general public in acquiring information and coordinating public works matters.
+ Coordinates long range planning for street systems, water utility capacity, for sanitary sewer and storm sewer, with the Engineering Department and city development needs.
+ Coordinates and acts as City representative on special projects involving consulting service and contract construction.
+ Approves bid recommendations on projects being bid through the Public Works Department.
+ Directs and coordinates Department assistance requested by other City departments or governmental agencies.
+ Prepares various reports and recommendations regarding Public Works matters. Researches and prepares reports as requested by City Officials and Administration.
+ Working with the Engineering Department, identify capital improvement projects for consideration.
+ Prepares proposed annual schedules of maintenance projects. Negotiates services contracts. Coordinates program design and construction activities and monitors project progress for these maintenance projects.
+ Acts as Department liaison with the City Council, Board of Public Works, Street Committee, etc. and the general public. Consults with City officials and staff regarding Department activities and progress as well as complaints.
+ Negotiates union contracts.
+ Responds to employee grievances. Interviews, hires and disciplines employees.
+ Maintains knowledge of current public works needs; administrative principles and techniques; personnel management techniques.
Minimum Training and Experience Required to Perform Essential Job Functions
+ Bachelor's degree in related field of Business, five years progressive public works supervisory experience preferred, or any combination of education and experience that provides equivalent knowledge, skills and abilities.
+ Valid motor vehicle operator's license required.
