    Job Description

    THE SELECTED CANDIDATE WILL BE OFFERED A SALARY BETWEEN $62,868 - $72,298.

     

    The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement, and programs for youth in the community.

     

    The ACS Division of Financial Services (DFS) is responsible for supporting, planning, implementing, and monitoring the fiscal functions of the agency in accordance with City, State and Federal guidelines. The work of DFS includes managing the ACS budget; submission of monthly claims for revenue; processing of payments to provider agencies and vendors; monitoring the financial health of provider agencies through financial review and audits; maintenance of the ACS bank accounts; centralized oversight of ACS Child Welfare financial eligibility; and data maintenance for financial systems of record.

     

    The Systems Support Office (SSO) withing DFS was created to aid in the implementation of Improved Outcome for Children (IOC) by consolidating systems user support, to perform Connections system approvals that could not be performed by contract agency case managers and to centralize all NYS Legacy systems data entry previous performed by staff across multiple ACS divisions. Today, the SSO has five functional areas responsible for performing a multitude of tasks necessary for ACS program areas and contract agencies to deliver child welfare services to New York City Children and Families.

     

    Under managerial direction, with wide latitude for independent judgment and initiative, the SSO Data and Systems Analyst (DSA) will be responsible for identifying and troubleshooting various issues for technical or business resolution or escalation, as appropriate.

     

    The DSA may have responsibility for supervising other analytical staff. Specific duties and responsibilities will include but are not limited to:

     

    - Collect and analyze statistical and other quantitative data, employing standard data collection and statistical techniques, to produce summary descriptive or projective results for agency decision making.

     

    - Compare work completed with milestone expectations, to meet program and unit objectives.

     

    - Prepare, distribute, and schedule work activities and assignments based on knowledge of nature and duration of activities and assignments to be performed.

     

    - Analyze department business processes and existing technology, recommend needed changes and enhancement and work with IT and other departments to implement solutions.

     

    - Liaison with ACS Office of IT to develop and repair technical tools and maintain project reports for entire department.

     

    - Assist in the development and delivery of In-Service Systems Training.

     

    - Provide technical support across divisions and provider agencies of system functionality.

     

    - Troubleshoot problems identified by users of these applications and systems that impact case openings, case maintenance, payments, Medicaid activations, SSO Service Management Portal and SSPS RECON Tool.

     

    - Initiate follow-up corrective actions, including interface with ACS and provider agency staff, and maintain records of errors corrected, to reconcile issues and resolve problems.

    Qualifications

    1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

    2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

    3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
