The **NEPA, Natural Resources, and Permitting TEC Lead** is a national leadership role responsible for the health, growth, and excellence of the NEPA and permitting practice. This role leads training, recruitment, service quality, project delivery, and business development across Atlas. The TEC Lead will collaborate across offices and disciplines to elevate technical standards, foster innovation, and support key strategic pursuits.
This position plays a central role in mentoring staff, managing project performance, developing best practices, and ensuring regulatory compliance across environmental programs. Depth and breadth of experience across NEPA, natural resources, permitting, and construction environmental compliance is critical. Hire can sit in any Atlas office or remote location.
Job responsibilities include but are not limited to:
Technical Leadership & Practice Development
+ Oversee the health of the NEPA, Natural Resources, and Permitting practice including recruiting, training, and staff development.
+ Promote technical excellence in NEPA compliance, cultural and natural resource studies, Section 404 permitting, species surveys, and public involvement.
+ Collaborate with project managers, office leads, and regional management to align service delivery with Atlas key performance metrics.
+ Lead the development of a digital library and standardized documentation by agency and state to support internal knowledge sharing.
+ Promote work-sharing across Atlas regions to maximize utilization and client delivery.
Training, Mentorship & Onboarding
+ Develop and implement a standardized onboarding program, technical training, and mentoring plans.
+ Deliver/collaborate on foundational NEPA and resource-specific trainings (e.g., Clean Water Act, Section 106, Section 7 consultation).
+ Identify and support cross-training opportunities to expand interdisciplinary knowledge across staff.
Sales & Growth Strategy
+ Serve as a Subject Matter Expert (SME) in pursuits, proposals, client interviews, and marketing efforts.
+ Collaborate with Sales, Business Development, and National Pursuits teams to support strategic opportunities and high-growth markets (federal infrastructure, transportation planning, grants).
+ Represent Atlas at national conferences and client-facing events to showcase capabilities and foster client relationships.
Client Interface & Project Delivery
+ Serve as technical lead on programs and projects to maintain utilization goals and ensure delivery excellence.
+ Build and maintain relationships with strategic clients and present national capabilities for local use.
+ Ensure client satisfaction through consistent communication, quality delivery, and responsiveness.
Minimum requirements:
+ Bachelor’s degree in environmental, planning, transportation, or a related field.
+ 15+ years of experience in environmental compliance, NEPA documentation, permitting, or related disciplines, including alternative delivery methods.
+ Demonstrated success leading technical teams and managing project delivery in a national or regional capacity.
+ Proven ability to collaborate with sales, operations, and multidisciplinary teams to grow market share and client satisfaction.
+ Strong communication and interpersonal skills; capable of leading meetings, trainings, and client engagements. High emotional intelligence is required.
+ Familiarity with Microsoft Office and Microsoft Teams, including SharePoint and project management tools.
Technical Expertise Includes:
+ Proficient in NEPA documentation (CE, EA, EIS) and CEQ regulations
+ Experience with NEPA processes for FHWA, FTA, HUD, FRA, USACE, and USFWS
+ Skilled in Purpose and Need development, alternatives analysis, and impact evaluation
+ Integration of Section 106, Section 4(f), Section 7, and Environmental Justice
+ Familiar with cumulative, indirect, and socioeconomic impact assessments
+ Coordination with permitting: Section 404, NPDES, SWPPP, stormwater, floodplains
+ Oversight of interdisciplinary teams and technical study integration
+ Experience managing NEPA compliance on design-build and alternative delivery projects
+ Strong QA/QC and environmental document review skills
+ Effective in stakeholder engagement, public involvement, and tribal consultation
+ Skilled in project budgeting, scheduling, and regulatory risk management
Working Conditions:
+ Office-based with frequent coordination across time zones; travel required (20–40%).
+ Flexible work environment with safety and quality emphasized both in-office and in the field.
+ Must be able to manage multiple priorities, communicate clearly, and work both independently and collaboratively.
Compensation:
$165,000 - $180,000 annually
The expected salary range for the position is displayed in accordance with the state’s law. Final agreed upon compensation is based upon individual qualifications and experience.
