    The Idaho Department of Juvenile Corrections is seeking a Education Program Director with a passion to help juveniles succeed through leadership of our Education program at Juniper Hills School. This position is located in our downtown Boise Headquarters office.

    About the position:

    Juniper Hills is a special purpose year-round school accredited through Cognia. The curriculum offered for credit towards high school graduation is "standards-aligned" using the online platform Edgenuity.

     

    Juniper Hills requires a minimum of 47 credits for graduation. Juveniles also prepare to take GED tests or complete requirements for their High School Equivalency (HSE).

     

    This position serves as the Superintendent of the Juniper Hills School and is responsible for planning, organizing, administering, and evaluating educational activities for the Education Division.

     

    The Education Program Director supervises three schools located within the state’s juvenile correction facilities (Lewiston, Nampa and St. Anthony). IDJC Employs 46 certified teachers across our three facilities including seven (7) special education teachers, a school psychologist along with professional and administrative staff that together make up the Education Division. The Division serves approximately 240 students per year.

     

    The person hired will be a part of the IDJC Leadership Team. This Team guides and directs the Director and the agency in pursuing our strategic plan and vision and values of developing productive citizens in active partnership with communities.     Responsibilities:

    1. Administration:

    + Manages and monitors a budget ranging from $2.4 to $7.3 million.

    + Identifies budget needs and capital improvements.

    + Develops and implements education program goals, policies, and procedures and implements programs and service objectives to enhance operational effectiveness.

    + Ensures education program remains accredited through Cognia or current accrediting organization

    + Ensures compliance with the Juvenile Corrections Act, federal and state laws, federal and state rules and Governor executive orders.

    + Ensures juveniles are provided free appropriate public, educational services (FAPE), services as established by state and federal regulations.

    + Ensures systems are in place to prevent violation of juvenile rights, in relation to educational services.

    + Collaborate with the juvenile treatment program to ensure students receive necessary accommodations related to educational deficits are included in the juveniles’ treatment program.

    + Monitors and evaluates program effectiveness for quality control measures.

    + Ensures education compliance monitoring for federal laws and regulations for in state and out of state contract providers and detention facilities housing IDJC juveniles occurs.

    + Reviews program activities to ensure compliance with national and state standards and establishes facility performance based outcome measurements through Performance-based Standards (PbS) and federal Civil Rights Data Collection CRDC, Neglected and Delinquent grant evaluations, Child Counts, and other state and federal data collection as required.

    + Promotes and coordinates the use of community resources to enhance education service delivery to juveniles in custody.

    + Coordinates with local, county, and state officials on special programming needs for aftercare of juveniles released from state custody.

    + Reviews educational outcome data to monitor effectiveness of educational programs.

    + Reports on operations and special projects to IDJC Leadership, Board of Juvenile Corrections, and state and community partners.

    + Represents IDJC and liaisons with various divisions at the State Department of Education and school district personnel, Interagency Council on Secondary Transition.

    + Participates in multi-state consortium for education in alternative settings.

    2. Supervision:

    + Interviews, selects, trains, supervises, and evaluates professional staff.

    + Delegates authority to subordinate managers to supervise personnel and direct operations within assigned area of responsibility.

    + Ensures subordinate staff are properly trained and in compliance with applicable agency, state, and federal rules, laws, and policies.

    + Prepares/adjusts supervisory staff work schedules.

    + Develops and presents training for staff as needed.

    Minimum Qualifications:

    + Possession of a School Administrator Certificate or ability to obtain one within six (6) months of hire.

    Experience:

    + Supervising professional staff;

    + Administering a program budget;

    + Selecting and administering standardized assessment instruments; and

    + Collecting and analyzing data essential for legal compliance and for assessing program effectiveness.

    Good Knowledge of:

    + Management practices;

    + Professional teacher endorsement and certification requirements;

    + Attitudes, problems, and behaviors of juveniles or adult and/or juvenile populations;

    Considerable Knowledge of:

    + Planning and operation of education programs including middle and high school ,special education, 504, ELL, career and technical education, GED education programs, post-secondary certificates and college coursework;

    + Formative, summative, and standardized assessments related to all aspects of student performance;

    + Idaho instructional standards, testing, and state and federal reporting requirements;

    + Curriculum planning, development, implementation and evaluation;

    + Educational and treatment programming requirements of special-needs students;

    Preferred Qualifications:

    Experience:

    + With grants and discount programs, rules, and availability to education programs

    + State and Federal laws and regulations pertaining to educating incarcerated juveniles.
