As a member of this Division Compliance team, this individual will be working with other like-minded individuals within the compliance organization and within our GSC community to improve both procurement knowledge and skill sets critical to ensuring operational excellence and supply base diversity is achieved at program, division, sector and enterprise levels. Staff level position requires successful candidate to effectively manage work assigned to them while supporting others in our endeavors to follow through on being both strategic and tactical in the assessment and application of policy, procedure and processes, collaborating as needed with leadership in prioritizing critical actions and related activities.
A staff proposal / pricing analyst in the Division GSC Compliance Organization will be working to ensure the following throughout the lifecycle of a program. Working with the Division Compliance Officer (DCO) and our Lifecyle Compliance Lead, the individual being sought for this position will be able to provide leadership within the GSC organization, summarized below.
_During business development phase of program:_
+ Support GSC manager and proposal lead in planning the proposal effort based on procurement requirements and a procurement / subcontracting strategy that aligns with the program will set forth as execution plan in our NGC proposal
+ Preparation of proposal pricing requirements including the submittal of priced bills of material (BOM) is done IAW with sector procedures
+ Solicitation and evaluation of supplier quotes that can become the basis for procurement awards on resultant prime contract
+ Solicitation of subcontract proposals and verification of adequate proposals before request for PCAR support in CAVS tool
+ Support to GSC and sector Pricing & Estimating teams following submittal of NGC proposal
+ Closure of GSC related Plan of Actions (POA) set forth in NGC proposal cost volume
+ Review/Approval of Price Analyses for supplier pricing < $2M as outlined in POA
+ Support to the Sector GSC Pricing Team in completion of PCARs, outlined in POA
+ Review/Approval of GSC response to Request for Information (RFI) from DCAA during audit of proposal
+ pre-negotiation readiness support to GSC manager and his/her proposal lead in their efforts to ensure seamless transition from proposal to execution phase of program.
_During execution of program:_
+ Support GSC manager in successful transition from proposal to execution phase of program
+ Collaborate with GSC managers and their GSC team members in execution of program requirements that have changed since proposal phase, including those identified during execution of contract
+ Review/Approval of Price Analyses (preparation of eFILE documentation)
- Price Cost Analyses Reports (PCAR):
+ Completion of PCARs for > $2M Threshold Proposals
+ Update of PCARs from NG Proposal Phase due to proposal updates following prime contract award
+ Pre-Negotiation Planning Support -- Preparation of Supplier Negotiation Analysis (SNA) which enables Buyer / Subcontract Administrator to complete negotiation plan and become a tool that can be referenced when conducting negotiations.
In addition to what has been outlined above, this individual will be provided opportunities to provide leadership within division compliance and to the our GSC teams in other ways. Examples include but are not limited to
- Preparation as well as Review/Approval of Contract Instructions IAW Sector PrOP.
+ Initial version during NG proposal phase
+ Final version following contract award
+ Versions of executed version those executed for IDIQ type contracts
- Engage in long term procurement / subcontracting strategy meetings to include pursuit of various types of subcontract and price agreements (multi-year, range pricing type, staff augmentation)
+ strategy -- competitive vs sole source
+ solicitations -- drafting of Letter RFP packages with all required documentation to support evaluation of supplier proposal
+ competitive bids - process and tools
+ proposal evaluation -- PCARs and SNAs
- Mentoring Buyers, Subcontracts Administrators and GSC Managers
- Planning / Delivery of Topic Specific Training to division GSC team members; support training that is being planned and delivered to all sector GSC team members or functional team
Critical skills for this role include:
+ Monitoring regulatory landscape: Keeping track of changing regulations in different jurisdictions where the company operates and identifying potential compliance risks
+ Proficiency in Corporate and Sector Policy / Procedures: Ability to challenge the status quo. Recommend updates to procedures, templates and work instructions to ensure clarity of requirements.
+ Analytical Skills / Risk assessment: Identifying and mitigating potential compliance risks within the supply chain that can have an impact on supplier pricing and program performance
+ Reporting and documentation: Maintaining thorough records of compliance activities and being able to support DCO in analysis of data and reporting to senior management
+ Communication skills: Effectively communicating compliance requirements to stakeholders across different levels and regions
+ Cross-cultural awareness: Understanding cultural nuances and adapting communication strategies to different countries
Basic Qualifications:
+ Must have A High School diploma/GED and 16 years of contracts, supply chain and/or subcontracts. A bachelor's degree with 12+ years of contracts, supply chain and/or subcontracts -OR- a master's degree with 10+ years of contracts, supply chain and/or subcontracts will also be considered
+ Working knowledge of Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS) requirements
+ Experience utilizing MS Office Suite, SAP and other business tools including those used in the execution of subcontracts management activities and procurements of international products and services
+ Demonstrated ability to work in a very fast paced; Ability to multi-task and make sound decisions in a timely manner.
+ Strong interpersonal skills
Preferred Qualifications
+ A bachelor's degree with 12+ years of contracts, supply chain, subcontracts -OR- a master's degree with 10+ years of contracts, supply chain and/or subcontracts
+ Experience supporting different types of programs or product lines as well as contract types including cost types
+ Experience working with subcontractors during all phases of program lifecycle
+ Proficiency creating procurement policies, operating procedures, process instructions, etc.
+ Proficiency in proposal processes and operating procedures and process instructions ensuring adequacy of NG proposals and subcontractor proposal packages
+ Work with Compliance Team members to train and mentor Buyers, Subcontracts Administrators and Supply Chain Managers on specific topics directly related to regulatory compliance as it pertains to critical steps in the procurement process.
+ Demonstrated understanding of ITAR requirements and compliance
+ Demonstrated collaboration and/or experience working as a member of an Integrated Program Teams (IPT)
Salary Range: $128,500.00 - $212,000.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
