    Summary It is the applicant's responsibility to read all sections and associated links in this vacancy announcement. Responsibilities Serves as Branch Chief and recognized Senior Authority/Subject Matter Expert for IMCOM G9 Child, Youth and School (CYS) Services Programs to include Parent and Outreach Services, School- Liaison Services, Workforce Development and Inspections Serves as first-line supervisor of individual program managers. Provides a full range of supervisory functions to include performance management, employee recognition, dispute resolution, training and development, and team-building. Ensures the Inspections and Support Branch conforms to all applicable DoD and Army policies and Federal Laws, and with the most current child and youth development theories, standards, and operational requirements for children/youth 4 weeks to 18 years. Serves as a principal advisor to the Chief, CYS Programs on initiatives to sustain and improve accountability for the CYS Program Quality, Affordability, Accountability, and Availability. Functions as Project Officer for designated initiatives. Represents the Director in parent and outreach service, school support, workforce development, and inspection actions requiring coordination. Monitors compliance with DoD certification requirements and status of national accreditation efforts Army-wide. Reviews financial and budget data relating to CYS field performance. Performs related duties as assigned. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. A bachelor's degree that included or was supplemented by a major course of study (at least 24 semester hours) in early childhood education/child development/youth development, family studies, elementary education, special education or a closely related field (e.g., for a degree in psychology to be closely related, at least 24 hours of coursework must be related to children or youth, such as child psychology, adolescent psychology or developmental psychology). OR Combination of education and experience as follows: Successful completion of at least 24 semester hours in a major course of study as indicated above, plus appropriate work experience that provided knowledge skills and abilities directly related to the duties described in the fields appropriate to the position. Appropriate experience and course work must be comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition, candidate must possess: Progressive experience working in child development fields. Related experience must include at least one year performing duties at the next lower grade level as follows: 1. Experience as a child and youth coordinator or administrator with oversight of comprehensive childcare operations, including a combination of early childhood, school age, and teen programs. 2. Direct program administration and supervisory experience which included development and implementation of programs in two or more major program areas. The experience must have included senior-level positions directing operations in childcare/youth centers, or family childcare. 3. Demonstrated experience implementing USDA nutrition guidelines for childcare operations. 4. Experience coordinating with social services proponents and community organizations related to child and/or youth programs. 5. Ability to evaluate program effectiveness and compliance with benchmark criteria and applicable policies and procedures. 6. Experience in planning and conducting training for child and youth staff. 7. Ability to communicate effectively orally and in writing. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks. All answers to the Highly Qualifying Criteria must be demonstrated in your resume to get credit. Possess demonstrated experience working with outside organizations such as the NAEYC, NAFCC, COA, CDA, Teachstone, McCormick Institute, Teaching Strategies, Boys and Girls Club of America (BGCA) and 4-H programs. Knowledge of Inspection requirements to ensure compliance with regulatory requirements and baseline standards. Possess professional knowledge of the principles, theories, concepts, and practices of early childhood development and youth development encompassing infant through school-age, youth and teens and child and youth development theories, methodology, and practices.
