Position Description
The Special Projects Division is a new division within the Metro Planning Department. The division is tasked with actively engaging with Metro departments and Nashville’s neighborhoods to anticipate and prioritize public property needs for Metro facilities, affordable housing, transportation infrastructure, and rights-of-way. Additionally, advancing major projects on Metro-owned land, ensuring that use decisions are made early in the process and that projects are delivered to meet their intended purpose all fall within the work of the division.
The Planning Manager 2 will serve as a team member and lead for the Infill Land Strategy and “Choose How You Move” (CHYM) transit corridor initiatives. Choose How You Move (CHYM) is Metro Nashville’s comprehensive transportation improvement program. It represents the city's largest infrastructure initiative to date, aiming to modernize and enhance mobility across Nashville and Davidson County. Based on the Special Projects Committee initiatives and Special Projects Project Pipeline, this position will create a comprehensive schedule, which will include consultant and resource budgets as well as review and approval process with key stakeholders.
This position qualifies for Public Service Loan Forgiveness on qualifying loans.
Typical Duties
+ Provide full financial and financial administrative support for the Property Special Projects Division initiatives.
+ Report to the Real Property division lead and works directly with the Property Special Projects project management team and other planning divisions as warranted.
+ Responsible for budget creation, reporting and all cost-related activities.
+ Primary liaison with all parties regarding Metro’s Capital Improvement Budget and Capital Spending Plan process including but not limited to:
oAnalysis of any funding approved to date.
oAnalysis of all costs and commitments to date against approved.
oFull integration and cooperation with established cost reporting, including the Capital Project Management Software (CPMS) – Oracle Primavera and Oracle Unifier.
+ Review/analyze all third-party responses to the Request for Qualifications (RFQ) process, including proposed financing/capital stack, projected budgets, cash flow & cost estimates.
+ Track Key Performance Indicators (KPI) and evaluate the return on investment (ROI) for public investments in development projects.
+ Training and competency with CPMS. Migrate all existing cost and schedule data to the new, standard Metro cost accounting & project management program.
+ Full support of CHYM parcel acquisitions and related activity, including management of appraisal process, cost reporting and coordination with Metro Departments, such as General Services and Finance.
+ Full review of CHYM program documents including timelines, budget, funding resources, zoning/entitlement schedule.
+ Attend regularly scheduled meetings with core team including Design Studio, Planning/Community Plans, consultants, third party brokers, Nashville Department of Transportation (NDOT), WeGo and CHYM.
+ Contract required services through the RFP/RFQ process in accordance with Metro procurement standards. Examples of procured consultant services are site testing, financial analysis, cost estimating, market analysis and public engagement.
+ Retain and manage consultants for finance related services including cost estimating, operating expenses, project proformas, etc. as part of overall financial analysis.
+ Oversee financial pro form generation including ongoing updates based on estimated costs, leasing absorption, program changes and construction costs.
Minimum Qualifications
Bachelor's Degree from an accredited college or university and eight (8) years of relevant experience, with progressively responsible experience in financial analysis, economic development, capital planning, or related project management in the public or private sector.
OR
Master's Degree from an accredited college or university and six (6) years of relevant work experience.
LICENSES REQUIRED
Valid Driver License may be required for some positions in this classification.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
