Position Description
This position announcement is for Finance Administrator - Operations , this is a Civil Service position in the Finance Department, Division of Accounts and is responsible for performing professional and technical duties involved in financial accounting at the government-wide level. This position will perform various financial and administrative duties including supervising and managing staff, working with departments to ensure accounting is accurate and completed timely. This position will prepare reports, analyze data, and provide information to management and other parties. Performs related duties as required.
Metro Finance has several divisions, including procurement, treasury and management and budget. Department employees provide financial management, information and business products to policy makers, departments, investors and the Nashville community to give them confidence in our government and to help them make informed decisions.
Typical Duties
+ Directs, coordinates and participates in the more complex financial accounting issues and resolve complex financial accounting related questions and/or problems.
+ Performs professional duties in support of accounting related general ledger modules.
+ Oversees and participates in preparation of financial reports including the Annual Comprehensive Financial Report (ACFR) and adoption of new GASB standards. Responsible for managing area statement, note disclosures and schedules within the ACFR.
+ Assists with monitoring all monthly, quarterly, and annual journal entries and the Division of Accounts journal listing.
+ Works with the Chief Accountant and/or Assistant Chief Accountant to establish accounting policies and procedures for Metropolitan Government that are consistent with Generally Accepted Accounting Principles.
+ Performs administrative and managerial duties including oversight, professional development, evaluation of employee performance for Capital Asset employees of the Division of Accounts and other various administrative duties as assigned.
+ Participates in weekly, bi-weekly and monthly meetings to increase collaboration and communication with other departments throughout Metro.
+ Responsible for Capital Asset accounting activities for the Metropolitan Government including planning, organizing, training, and supervising all capital asset accounting.
+ Oversees the monthly and annual capital asset close and confirms the balances are accurate and complete. The monthly review includes identifying and resolving issues between the general ledger and the capital asset module.
+ Prepares or supervises the monthly capital asset entry and reconciliation of capital assets between the general ledger and capital asset module. Conducts the monthly capital asset close within in the accounting system.
+ Ensures the monthly Sports Authority revenue and debt is recorded, tracked, and processed correctly for all Sport Authority activity including the stadium, soccer, baseball, and hockey.
+ Analyzes ledger balances, processes payments, tracks information, prepares and completes journal entries as necessary. Areas of responsibility to include Sports Authority, CBID/GCBID, ECD grants, MDHA tax increment payments, and various department assignments.
+ Supervises Convention Center Authority monthly reports, debt/other payments, and other information as requested.
Minimum Qualifications
Bachelor’s degree in Finance, Accounting, or a related field from an accredited college or university and (3) years of professional-level experience in accounting or related field.

Note: Per Metro Ordinance No. SO94-1078. All employees of the Metropolitan Government shall be residents of the State of Tennessee or become residents of the state within six (6) months of employment as a prerequisite to employment with the Metropolitan Government.
Preferred Experience, Knowledge, Skills, and Abilities
+ Experience with capital asset accounting within a government is preferred
+ Professional certifications such as a CPA ( Certified Public Accountant) and/or CGFM (Certified Government Financial Manager)
+ Knowledge of governmental accounting standards, governmental report preparation, and governmental accounting practices.
+ Knowledge of principles and practices of supervision, and project management.
+ Skill in the use of Microsoft Word, Excel, Adobe Pro, Oracle or similar accounting system.
