    About this position:

    The Safety and Emergency Preparedness Coordinator reports to the Director of Risk and Project Management and will be responsible for maintaining compliance with all OSHA/EPA/NFPA and DOT programs across the Southeast Louisiana Flood Protection Authority - East and it's three levee districts (Orleans, East Jefferson, and Lake Borgne Basin Levee District).

     

    The incumbent will be responsible for performing safety and inspection duties across the agency's Hurricane Storm Damage Risk Reduction System by covering inspections across 200 miles of earthen levees and floodwalls, 240 flood gates, 8 marine navigational complex structures, 3 permanent canal closure pump stations, administrative facilities and both police departments. The incumbent will be primarily assigned to locations in Orleans Levee District. The coordinator will work towards maximizing employee productivity and overall health and safety so that disability claims, on-the-job injuries, and absenteeism are all greatly reduced. The coordinator will create a safer and healthier work environment for employees as well as the general public that the agency serves.

    Minimum Qualifications

    Four years of experience in safety inspection or training, emergency preparedness, safety education or promotion, or administrative services; OR

     

    Six years of full-time work experience plus one year of experience in safety inspection or training, emergency preparedness, safety education or promotion, or administrative services; OR

     

    A bachelor’s degree plus one year of experience in safety inspection or training, emergency preparedness, safety education or promotion, or administrative services; OR

     

    An advanced degree.

    EXPERIENCE SUBSTITUTION:

    Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

    Job Duties and Other Information

    Job Duties:

    45% Emergency Preparedness

    • Serve as instructor for required FEMA training classes related to Incident Command Systems and emergency response and recovery

    • Serve as agency liaison with local, state and federal departments, and other similar entities in order to facilitate plan development, response effort coordination, and exchanges of personnel and equipment

    • Represent the agency in meetings with partnering agencies as requested by the Safety Risk Agency Manager.

    • Continue to grow the agency's curriculum as it relates to educating the community and partnering school districts on hurricane preparation

    • Maintain relationships and partner with other emergency preparedness departments

    • Assist with reviewing and publishing the agency's Comprehensive Emergency Management Plan that established procedures for handling emergencies of varying magnitudes

    • Work as a member of the agency's Emergency Operations Center during an emergency weather event for the purpose of coordinating multi-agency and multi-jurisdictional operations

    • Develop and coordinate training programs and presentation materials as it relates to emergency preparedness

    • Attend meetings, conferences, and workshops related to emergency management in order to learn new information and to develop working relationships with other emergency management personnel

    • Apply for emergency management related funding, administer such grants and report on their progress

    • Monitor compliance with grant programs to ensure compliance with the grant's policies, procedures and objectives

    45% Safety and Inspection

    • Ensure compliance with OSHA, EPA, and DOT mandates

    • Consult with the Safety Risk Agency Manager in the development and implementation of safety and health programs to reduce or eliminate occupational injuries and illness

    • Work closely with the agency's insurance carriers and loss control safety consultants

    • Research appropriate topics for agency wide safety meetings and safety committee

    • Conduct safety meetings for all SLFPA-E employees on health and safety issues and inform them of safety/risk policies and procedures

    • Assists in the ongoing development and presentation of safety programs such as driving and equipment operations

    • Conduct accident and injury investigations

    • Conduct analysis of accident trends and recommend actions, policies, and procedures to help mitigate

    • Monitor documented safety policies and procedures for updates as needed

    • Conduct training for supervisors on accident investigations and safety directives

    • Conducts daily inspections of flood control devices and structures to ensure they are fully operational and that they are able to operate at maximum capacity at all times

    • Conducts safety inspections and maintains reports on SLFPA-E office buildings, job sites and equipment to ensure compliance with safety and fire codes

    • Conducts field and equipment inspections to ensure that the levees and equipment necessary for upkeep are in proper working condition

    • Identify, document and correct unsafe site conditions in coordination with site operations management

    • Coordinates authorization for safety shoes and the Personal Protection Equipment (PPE) Program

    • Ensures all required safety and security documentation is completed and submitted to the designated Engineer for record maintenance

    • Coordinates special event and film production permits, safety and security, and the inspection of the property prior to, and post event or film production for the release of security deposit

    10% Administrative

    • Assists in the coordination of policy distribution as directed

    • Maintains risk and safety related policy acknowledgements

    • Maintains SLFPA-E safety database and files

    • Assist with various insurance related duties as assigned

    • Enters requisitions for the purchase of equipment and supplies as needed
