    Summary THIS IS A TITLE 32 DUAL STATUS POSITION DUTY LOCATION: Combined Support Maintenance Shop (CSMS), Windsor Locks, CT AREA(S) OF CONSIDERATION: Area 1: All currently employed full-time permanent and indefinite personnel of the Connecticut Army National Guard. Area 2: All currently employed full-time temporary technician personnel and all current traditional members of the Connecticut Army National Guard. Responsibilities This is an indefinite position that may convert to permanent without further competition. JOB SUMMARY: The purpose of this position is to perform maintenance, repair, and inspections on small arms and related devices. The primary purpose is to provide maintenance repair and accurization of national match weapons. NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Army National Guard. The major duties include, but are not limited to: Performs accurization of national match weapons (pistols, rifles, and light machine guns) on a limited basis. Disassembles weapons, assemblies, subassemblies and other components. Performs overhaul, maintenance, and repair on a variety of small arms. Uses micrometer to measure altered tolerances and makes additional adjustments as required. Is responsible for accountability, storage and security of arms and other sensitive items while they are kept for repair, usually in vaults with limited access. WORKING CONDITIONS: Works in shop buildings that are well lighted, heated, and ventilated. Stands on concrete floors or other hard surfaces for long periods. Exposed to oil, grease, and solvents when cleaning and lubricating weapons. Frequently exposed to the possibility of minor cuts and bruises from tools or sharp edges of metal. Subject to noise when test firing weapons. PHYSICAL EFFORT: Frequently lifts subassemblies or small weapons weighing 15 to 20 pounds. Often carries large assemblies or weapons weighing up 50 pounds. Work requires walking, bending, and long periods of standing. Requirements Conditions of Employment Qualifications GENERAL EXPERIENCE: Experience or training which demonstrates a working knowledge to read and interpret instructions, repair manual, specifications and drawings; must have a knowledge of shop mathematics sufficient to use testing devices and measuring instruments; and be proficient in the use and maintenance of hand tools and equipment. SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 18 months of specialized experience in the following: Experience or training demonstrating substantial mechanical skill is required to effectively and efficiently repair, overhaul, and rebuild small arms for both conventional uses and for weapons involving accurization. Experience to inspect, diagnose malfunctioning, wear and/or damage is required. Experience demonstrating the ability to perform accurization procedures on weapons to improve their performance. Experience demonstrating knowledge of other trades in order to modify and/or manufacture weapons parts for accurization. Experience to apply technical manuals, regulations, specifications and drawings to determine operation, assembly and tolerances of the variety of weapons worked on is required for successful performance. Experience using and maintaining a variety of hand and power tools and gages. Experience with tools including drills, files, precision gages and measuring instruments, magnafluxing equipment and/or borescopes to determine when parts are worn or damaged beyond acceptable tolerances. KNOWLEDGE, SKILLS AND ABILITIES: Skill to effectively and efficiently repair, overhaul, and rebuild small arms for both conventional uses and for weapons involving accurization. Knowledge and skill to inspect, diagnose malfunctioning, wear and/or damage. Ability to perform accurization procedures on weapons to improve their performance. Knowledge of other trades in order to modify and/or manufacture weapons parts for accurization. Knowledge of and ability to apply technical manuals, regulations, specifications and drawings to determine operation, assembly and tolerances of the variety of weapons. Skill in using and maintaining a variety of hand and power tools and gages. Knowledge of tools including drills, files, precision gages and measuring instruments, magnafluxing equipment and/or borescopes to determine when parts are worn or damaged beyond acceptable tolerances. COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/MOS. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training. MILITARY GRADE (Prior to Application): Enlisted: E-2 through E-7 UNIT OF ASSIGNMENT: Any unit within the state SPECIAL REQUIREMENTS: This position is covered by the medical monitoring program. Individual selected must undergo a preemployment physical examination prior to appointment. CONDITION OF EMPLOYMENT: Training at the National Guard Professional Education Center (NGPEC) is a mandatory condition of employment, subject to availability of resources. NGB prescribed courses at NGPEC must be completed within 6 months of assignment to this position. Failure to complete course(s) may result in reassignment or termination of full-time employment unless extenuating circumstances preclude course attendance. Education No substitution of education for specialized experience. Additional Information Primary Change of Station (PCS) relocation expenses will NOT be paid. To ensure compliance with an applicable preliminary nationwide injunction, which may be supplemented, modified, or vacated, depending on the course of ongoing litigation, the Federal Government will take no action to implement or enforce the COVID-19 vaccination requirement pursuant to Executive Order 14043 on Requiring Coronavirus Disease 2019 Vaccination for Federal Employees. Therefore, to the extent a Federal job announcement includes the requirement that applicants must be fully vaccinated against COVID-19 pursuant to E.O.14043, that requirement does not currently apply. Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine. This position is represented by the Association of Civilian Technicians, Chapter 98. Under 32 U.S.C. 709, Veterans Preference does NOT apply. MILITARY INCENTIVES - BONUSES AND STUDENT LOAN REPAYMENT PROGRAM: If you are selected for this position, you may lose your eligibility for your National Guard Enlistment/Reenlistment Bonus and Student Loan Repayment Program (incentives). In order to avoid losing your incentive eligibility, you should check with your serving incentive manager (CTARNG-G1 or CTANG-Retention Office) prior to accepting an offer for the position. For M-Day/Traditional personnel who are currently receiving incentives to include Bonuses and the Student Loan Repayment Program, the following termination rule applies: Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
