Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FLIGHT OPERATIONS SPECIALIST, Position Description Number D0671000 and is part of the PA Army Aviation Support Facility 2, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a FLIGHT OPERATIONS SPECIALIST, GS-2102-08, you will conduct preflight pilot briefings in accordance with National Guard regulations and directives. Process extended and local clearances, including examination for conformance with flight rules and regulations. Prepare, maintain and file records, charts, graphs, and reports allied to flight operations and flight training activities such as aircraft utilization reports, aircrew information reports, individual flight records, notice to airmen (NOTAM) file and airfield data. Maintain a current file of aircraft flying regulations and navigational information such as radio facility carts, instrument approach procedure charts, aeronautical charts, Airman's Information Manual (AIM), airport directory, location identifiers, ATC procedures manual and Army Flight Information Publications. Supervise on-the-job training of unit flight operations personnel performing equivalent training or accomplishing a split unit training assembly at the facility. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Army Aviation Support Facility 2 Military Grades: OFFICER O1-O4 WARRANT OFFICER WO1-CW5 ENLISTED E1-E9 Supervisor for this position is MAJ Shedron GENERAL EXPERIENCE: Experience, education, or training interpreting, explaining, and/or applying basic rules, regulations, policies, and procedures of a transportation program. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Must have at least 18 months experience, education, or training arranging and interpreting directives and regulations governing transportation of personnel, cargo or freight. Experience applying directives and regulations governing transportation of personnel, cargo or freight. Experience verifying legal entitlements or official authorizations for travel, securing from carriers guides and timetables, information regarding schedules, fares, and availability of space accommodations. Experience planning and organizing the work of others. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. SPECIAL NOTE: Per the Merit Promotion and Placement Plan (MPP) if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Chapter 4 of the MPP. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
