This position coordinates in planning, developing, and implementation and monitoring statewide accounting systems functions of the Department and the assessment, design, development, testing, and implementation of automated processing solutions. The functions performed are extremely diversified and encompass the entire fiscal and accounting operations of the Department. The services provided by this section range from programming reconciliation applications of state accounts to analyzing complex multi-million dollar financial and programmatic issues, determining the best way to correct the problem, and then implementing it as it relates to accounting systems. The directions provided and decisions made by this office have a direct impact on the long range and day-to-day operations of every fiscal office within the Department. Specific duties and responsibilities of the position are as follows:
Responsible for the design, development, programming, implementation, and maintenance of specialized financial and other related business applications for use within the Division of Administration. This includes the identification and implementation of approved system enhancements and developments.
Coordinates and is responsible for the batch usage of the Florida Accounting Resource (FLAIR) for the Department including data file transfers between the Department and FLAIR. Designs, develops, maintains, tests, and documents internal data validation, error processing, and file consolidation applications related to the batch data processing with FLAIR.
Review and work with division managers and supervisors in the assessment of work processes towards the goal of automating their processes.
Lead the user needs assessments, the approval processes, and the decision and development, testing, and implementation of automated systems.
Responsible for the setup, programming, and scheduling of FLAIR financial reports from the Departmental Accounting Information database and the FLAIR Information Warehouse, the maintenance of the Department’s use of FLAIR’s Report Distribution System (RDS) and Managed Reporting Environment (MRE), and the downloading of data from these sources. Acts as the MRE Domain Administrator for the Department.
Serve as a Subject Matter Expert to Division of Information Technology staff and to application designers or developers from other DOH systems on technical areas of the financial data or FLAIR integration issues related to the development, enhancement, conversion, or modification to servers, databases, data structures, data imports/exports, and application developments.
Responsible for the security access of DOH employees to FLAIR functions through the Department of Financial Services’ (DFS) RACF security system and through the FLAIR Access Control security system. This includes overseeing the regular performance of security audits and revocation/deletion of terminated employees’ access based upon data received from Personnel and the maintenance of Department-wide Accounting Policy and Procedures applicable to the FLAIR and RACF security and access.
Participates in the development of processes, methods, and procedures for the improvement of the financial and accounting systems of the Department. This includes the development of the Department-wide Accounting Policy and Procedures as applicable to the accounting systems.
Responsible for the extraction and processing of data for special internal needs and/or outside contractors’ needs including but not limited to producing data for use in Daily and Monthly Website and SharePoint publications, Travel Expenditure reports, Purchasing Card holder validations, usage, and monitoring, Performance Measures data reporting, Random Moment Sampling, SEFA, and the Cost Allocation Plan.
Acts as the Department’s representative to FLAIR user committees, initiates Department enhancement requests, and participates in the related user groups, committees, workshops, meetings, or conferences related to FLAIR upgrades and enhancements.
Provide staff cross-training to ensure major functions/services have back-ups and risk management mitigation.
Monitor staff for leadership succession.
Required to travel, be available within two hours in case of emergency, and adhere to Department, division and bureau policies and procedures.
Completes special projects, performs other related duties and assignments as required.
Required Knowledge, Skills, and Abilities:
Knowledge of data processing principles, practices and techniques applicable to large-scale computer system. Knowledge of the principles, practices, techniques, and tools of project management. Knowledge of accounting policy, practices and procedures. Detail knowledge of SAMAS (FLAIR). Ability to design, develop, test and implement systems of an accounting and budgetary nature. Ability to supervise people. Ability to manage a consultative program designed to ensure the resolution of managerial and operational problems. Knowledge of basic management principles.
