    JOB SUMMARY

    As we continue to transform Allegheny Health Network (AHN) into a nationally leading, clinician-led provider of innovative, high-quality and high-value healthcare services, it is imperative that we have the right leaders in place across the organization to help set goals, drive expectations, inspire and galvanize others in the pursuit of clinical excellence, and implement meaningful change, when necessary.

     

    This senior leadership role oversees all Allegheny Health Network (AHN) Institutes, including their physician practices, programs, facilities, access and medical staff services. The executive is responsible for driving growth, network integration, and achieving market performance goals. Key responsibilities include operational improvement, standardization, implementation of the Living Health value-based Clinical Model, advancing external partnerships, and fostering a strong culture aligned with AHN's strategic pillars. This involves partnering with Institute Chairs, hospital presidents, and executive leadership to achieve financial goals, improve quality of care, expand clinical programs, and develop succession plans. The position plays a crucial role in strategic growth of Allegheny Clinic in alignment with the enterprise strategy, practice acquisitions and optimizing the operational footprint.

     

    The Chief Operating Officer, Allegheny Clinic will report directly to the to the Chief Medical Officer and Allegheny Clinic President, and work in lockstep with the President of AHN. As a key member of the Allegheny Health Network leadership team, this position provides senior leadership, effective management and oversight of the strategic, operational, and developmental aspects of the Allegheny Health Network Physician Organization and clinical programming. This includes all departments, physician practices, medical office buildings (excepting those on a hospital campus), health and wellness pavilions.

     

    The incumbent identifies opportunities to more fully integrate, standardize, and drive significant operational improvements to strengthen the Allegheny Health Network’s role as a _Pacesetter_ , executing on the Living Health Clinical Model of the future. This individual will serve as a key partner in executing upon the blended health strategy and successfully advancing key external partnerships. The incumbent will be highly focused on achieving and exceeding objectives in quality, equity, cost, experience, affordability and outcomes consistent with the quintuple aim. He/She will assess existing talent within the institutes and develops succession plans inclusive of structured development plans and replacement strategies.

     

    The COO position requires candidates with a demonstrated track record of superior performance, exceptional clinical relationships, high ethical standards, and healthcare business acumen, among other attributes. Most importantly, the ideal candidate is both familiar with the unique market dynamics in which Allegheny Health Network must operate and excel, and who shares and embodies the patient-centered vision, mission and values we uphold as an organization.

    Principal Accountabilities

    + Impact enterprise goals consistent with the strategies of the enterprise. Facilitate and drive integration within AHN entities around service, clinical programs and Network-wide efficiencies. Build relationships and leverage resources throughout the hospitals within the region to establish an AHN orientation relative to efficient, high-quality care being delivered in the right setting. Collaborate and establish partnerships to address community needs with all AHN hospitals. Areas of focus include growth, access, quality and cost as well as opportunities for integration and alignment.

    + Transformation of the necessary internal infrastructure to maximize the performance of network wide Institute performance and facilitation of a collaborative, yet efficient physician environment.

    + In partnership with the Chief Medical Officer & President of Allegheny Clinic, lead the design and guide the physician organization in relevant managed care contract negotiations. Lead and facilitate the alignment of the institutes and services working in concert with independent physicians and community hospitals.

    + Lead and drive successful operational execution of the all-payer Living Health Clinical Model in partnership with AHN’s CMO/Allegheny Clinic President and consistent with the strategy and direction from Highmark Health’s Chief Medical & Clinical Transformation Officer. The role is inclusive of ensuring the success of the Highmark/AHN Quality & Shared Risk Program and the integration of the PPWPA’s operations within Allegheny Clinic to achieve the intended outcomes.Physician Partners of Western PA (PPWPA) is AHN/Highmark’s blended clinically integrated network.

    + Manage the operational and capital budgets of the institutes with the objective of making the organization financially sustainable and profitable. Foster on-going revenue cycle improvements. Aggressively mitigate all variances to budget. Make sound decisions on the best use of resources in support of organizational priorities and strategies.

    + Translate business vision and strategy into operational tactics building organizational support and infrastructure needed to achieve this end. Set strategies, goals, programs, best practices and compliance improvement projects for operational functions, improving operational execution and delivering on our value proposition. Drive improved operational performance, service effectiveness and enhance revenue management.

    + Ensure that there is a strong management team in place, within all institutes, that can work effectively across the both the Network and the enterprise in moving the organization forward. Evaluate the current management team and structure, making appropriate changes that will drive teamwork and high performance. Included in the evaluation will be an assessment of the current, traditional structure relative to its ability to effectively leverage resources and performance within the evolving, regional health system structure.

    + Identify operational improvement initiatives through the evaluation and enhancement of existing initiatives. Identify and apply operating efficiencies. Evaluate programs and services to ensure productivity targets as well as Living Health Clinical Model (LHCM) targets for all areas are identified and are attainable and sustainable.

    + Develop creative ways to reallocate resources throughout the division and eliminate programs in close collaboration with AHN’s clinical leadership and CMO that are not aligned with the overall vision and strategy of AHN and enterprise.

    + Collaborate in the development and strategy relative to regional based business plans and physician alignment strategies that nurture productive relationships between the medical staff and Network. These should be founded upon the principal that their respective futures and success are inextricably linked in coordinating low-cost, high-quality care within the region and while sustaining important teaching programs.

    + Conduct ongoing review of the competitive marketplace. Develops with institute chairs, strategies and initiatives designed to solidify existing market position and expand new opportunities. Identifies and pursues new business and service opportunities consistent with the strategic plan, subsequently increasing market share and achieving revenue targets.

    + Work with AHN Executive Leadership Team members to create a culture that encourages quality, excellence and superior results in patient, employee, and physician engagement.

    EXPERIENCE & QUALIFICATIONS

    EXPERIENCE

    Required (Minimum)

    + 15 years of progressive experience in Healthcare Leadership with at least 5 years in a senior executive leadership position, the current/most recent position must be one in charge of or responsible for operations in complex, integrated operating environment involving a large multi-specialty practice.

    + Experience in a turnaround/growth situation with a focus on the long-term success of the institution; a track record of implementing significant change and a history of staying on after change has been undertaken.

    + Experience in a multi-institutional healthcare system; while experience in an academic/teaching hospital setting would be helpful, candidates must have demonstrated experience of serving as a results-oriented, engaged operational leader.

    + Excellent financial skills with a strong business, quality, mission, and results-focused orientation; has successful record of growing programs, services, market share, and profitability.

    + Strong, positive track record in physician/medical staff relationships.

    + A successful track record of acting as a change agent within an organization. Highly experienced in using, developing and implementing benchmarks and other tools that improve operating, financial and service performance.

    + Exceptional physician relations skills and experience working collaboratively with employed or private medical groups.

    + Knowledge of national physician practice trends, policies, and issues affecting physician practices.

    + Familiarity with risk, managed care, capitation, ACO development, and population health management.

    Preferred

    + Quality-oriented, focused on improvements in patient care services; has successful record in improving patient, physician, and employee satisfaction scores.

    + Experience in value-based risk sharing arrangements with a proven track record of successfully navigating volume vs value pressures and improving clinical, quality and financial outcomes.

    + Has worked in competitive environments and competed successfully against strong market competition in his or her immediate service area and regionally.

    + Comfortable with an organized labor presence.

    + Known for open and inclusive management style yet, also holds people accountable. Be a visible leader.

    + A reputation for proactive identification of issues and finding solutions to them.

    EDUCATION

    Required

    + Bachelor's Degree in Healthcare Administrative, Management or other related specialty.

    + MHA, MBA or equivalent advanced degree from an accredited university.

    Preferred

    + Six Sigma Black Belt or similar certification in quality improvement.
