    CONDITIONS OF EMPLOYMENT:

    + New employees of the Florida State Guard will be required to pass a pre-employment drug screening.

    MINIMUM REQUIREMENTS:

    + Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools:

    + Commercial Pilot

    + *Certified Flight Instructor

    + *Certified Flight Instructor Instrument

    + *Multi-Engine Airplane

    + *Multi-Engine Helicopter

    *Notes military equivalent for a specific airframe may be substituted.

    + Current or ability to maintain an FAA Class II medical certificate.

    + In excess of 1000 hours of total flight time:

    + At least 750 hours of multi-engine rotary-winged and/or 750 hours of multi-engine fixed-winged required

    + In excess of 50 hours NVG, any airframe

    + At least two years experience in instructing others in a specific airframe/military aircraft

    DUTIES AND RESPONSIBILITIES:

    + Develops, writes, and enforces aviation safety regulations and standards as contained in the Federal code, and other State government codes and regulations related to aviation activities

    + Provides consultation and technical assistance to airport and heliport facility owners and operators, the Legislature, local agencies, and other Department staff on aviation planning, permitting, and safety issues

    + Performs inspection work of the most complex nature

    + Reviews plans and specifications for aviation safety compliance

    + Plans, organizes, and coordinates the Aviation Safety Program, including budgeting and training

    + Pilot aircraft as necessary

    KNOWLEDGE, SKILLS, AND ABILITIES:

    + Experience with civilian and military aviation programs.

    + Experience piloting one or more of the following aircraft: UH-60, Bell 412, UH-1, KingAir 350, Cessna 425, and Cessna 206.

    + Ability to manage an aviation safety program.

    + Qualified to develop, implement, and manage a Safety Management System (SMS)

    + Expert knowledge of aircraft and aviation program safety procedures and regulatory requirements.

    + Experience developing plans and policies, monitoring operations, and advising commanders concerning aircraft maintenance issues and operational readiness.

    + Experience completing safe and efficient missions using Operational Risk Management and understanding the Safety Management System (SMS).

    + Experience maintaining OSHA compliance for an aviation organization.

    + Experience with mission tasking, intelligence reporting, and applying weather information.

    + Experience working with the flight operation officer to integrate safety principles throughout an aviation program.

    + Experience in recovering aircraft that have been in an accident or have executed a precautionary landing off-site and required safety procedures and reports.

    + Experience with safety requirements of maintaining aircraft that are certificated by the FAA and Public Use Agencies.

    + Experience with aircraft preflight inspections, loading, equipment assessments, and mission Planning.

    + Experience operating aircraft controls and equipment.

    + Experience with flight theory, air navigation, meteorology, flying directives, aircraft operating procedures, and mission tactics.

    + Proven ability to manage risk and conduct risk assessment for senior management.

    + Experience inspecting maintenance operations to ensure risk management and safety objectives are woven into the overall maintenance program. This includes tool control, inventory management, and HAZMAT training and management.

    + Experience following directives, regulations, accident reports, safety data, and local operating conditions to help determine unit safety program requirements.

    + Experience coordinating with appropriate agencies to ensure compliance with all applicable safety regulations and programs.

    + Experience planning, scheduling, and conducting flights through Federal Aviation Administration controlled national airspace (NAS).

    + Experience applying operational directives, training directives, instructions, standard operating procedures, and special instructions.

    + Experience working independently to plan and perform work assignments.

    + Experience using applicable FAA regulations, policies, requirements, standards, skills, and practices and applying instructional techniques to the training of other pilots.

    + Experience overseeing standardization and evaluation programs, written ground examinations, emergency procedures, and aircrew performance standards per applicable directives and Federal Aviation Administration certification requirements.

    + Experience reviewing and complying with applicable service flight publications and directives for accuracy, currency, and knowledge of special mission equipment and tactics.

    + Experience maintaining detailed Emergency and non-emergency plans and supplements for unit mobility, deployment, field operations/ employment, and redeployment.
