    Overview:

    The Florida Gaming Control Commission is responsible for exercising all regulatory and executive powers of the state with respect to legal gaming, including pari-mutuel wagering, cardrooms, slot machine facilities, oversight of gaming compacts, and other forms of gambling authorized by state law, excluding the Lottery, as well as directly enforcing Florida’s gaming laws and combatting illegal gambling activities.

     

    The agency is overseen by five Commissioners who are appointed by the Governor, with Commissioners appointing an Executive Director who leads a team of nearly 200 staff members. The mission of the Florida Gaming Control Commission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

    The FGCC is searching for a Systems Programming Consultant (Technology Solutions Consultant) to support existing applications, provide helpdesk support, assist with the development and deployment of new applications, and serve as a liaison between the Division of Gaming Enforcement (DGE) and the IT department. This position will be responsible for gathering business requirements, managing application performance, providing training and support to enforcement agencies, and facilitating business decisions through data analysis.

    Position Responsibilities:

    The incumbent in this position serves as the Technology Solutions Consultant. The duties are as follows:

     

    + Training and Support: Provide training sessions and ongoing support for law enforcement, licensure and all other business units, ensuring all users can effectively operate FGCC applications and systems. Develop user documentation, training materials, and knowledge-based articles.

    + Application Development and Management: Oversee the full lifecycle of applications, including configuration, user control, and ongoing maintenance. Manage the setup, deployment, and updates for internal applications and third-party systems.

    + SQL Proficiency: Utilize SQL to query databases, analyze data, and support reporting efforts. The role requires a deep understanding of data analysis and the ability to work with databases to identify trends and inconsistencies.

    + Business Requirements Gathering and Documentation: Collaborate with business stakeholders to gather, document, and validate requirements for technology solutions. Ensure applications align with business needs and regulatory requirements.

    + Vendor and Team Coordination: Liaise between the IT department and enforcement teams, as well as vendors, ensuring effective communication and coordination for the development and implementation of technology solutions.

    + Access Control: Regularly review access controls, user privileges, and authentication mechanisms to mitigate security risks.

    Required Knowledge, Skills, and Abilities:

    + Familiarity with State of Florida regulations and enforcement practices, particularly in the areas of licensing, compliance, and law enforcement.

    + Familiarity with State of Florida initiatives in the area of information systems.

    + Ability to troubleshoot complex application issues and manage multiple priorities in a fast-paced environment.

    + Strong oral and written communication skills, with the ability to work independently and collaborate effectively with various teams and departments.

    + Knowledge of current trends and best practices in application development, data analysis, and business process optimization.

    + Basic knowledge of HTML, CSS, and JavaScript for front-end development tasks, including web application customization and configuration.

    Minimum Qualifications:

    + Four (4) years of experience in the duties and responsibilities described above, including direct experience with application development, and working with law enforcement or enforcement agencies. An associate's degree may substitute for two (2) years of experience.

    + Proficiency in SQL, with experience in querying databases to identify data discrepancies and trends to support decision-making.

    + Experience with business analysis, including gathering and documenting business requirements, ensuring alignment between IT solutions and business goals.

    + Strong understanding of licensing and enforcement regulations, particularly in relation to state or government agencies.

    + Ability to work with cross-functional teams to design, implement, and maintain applications and technical solutions.

    + Experience in training and supporting users, especially in environments that include law enforcement or regulatory enforcement agencies.

    + Ability to communicate technical information to non-technical users and ensure the effective implementation of technology solutions.
