Position Overview and Responsibilities:
The Submerged Lands and Environmental Resource Coordination (SLERC) program is accepting applications for a full-time career service Environmental Specialist III position. This position shall serve as a processor and compliance officer for Environmental Resource and State 404 permit applications for the Mitigation Banking section within the Division of Water Resources.

This position plays a critical role for the agency as it ensures successful wetland mitigation through habitat restoration and management.
Your Specific Responsibilities:
This is an intermediate level position performing a range of assignments independently under limited supervision. Responsible for the coordination, review, and processing of mitigation banks and Regional Offsite Mitigation Area (ROMAs) that are assigned to the program. Process, evaluate and recommend final action on all assigned mitigation banks and ROMAs, applications, monitoring and progress reports, modification requests, compliance/enforcement issues and other submittals and documents, in a timely and professional manner, as well as preparing appropriate documentation to support the recommended action. Perform field evaluations of proposed mitigation banks and ROMAs. Ensure consistency within the program, and within the Water Management Districts (WMDs). Help to identify improvements and consistency initiatives that can be implemented within the program and within the WMDs related to mitigation banking. Investigate and evaluate complaints relating to mitigation banks and ROMAs and initiate appropriate action. Perform field evaluations under all types of weather conditions and transverse rough terrain. Inspect and maintain awareness of assigned mitigation banks and ROMAs and recommend solutions to problems related to the assigned mitigation banks and ROMAs.
Appropriately represents the Department in meetings and other forums with other agencies, the legislature, and the public. Maintain strong knowledge of applicable rules, regulations, policies, and procedures. Maintain awareness of the latest restoration technology and native Florida ecosystem science and literature. Provide management and other staff members with periodic plans of action and status reports, written or oral, as needed, on assigned areas of responsibility. Assist with updating and verification of applicable files, maps, and data accuracy updates. Maintain up-to-date files and computer tracking. Maintain data, statistics, and technology information on all assigned activities and provide to staff, the public, other governmental agencies, and the professional community as requested. Perform other related duties as required.
Required Knowledge, Skills, and Abilities:
Ability to communicate effectively verbally and in writing; ability to establish and maintain effective working relationships; ability to work with coworkers and the public in a tactful and courteous manner; ability to follow verbal & written instructions; ability to work both independently and as a team to solve problems; report writing and computer skills required; ability to work effectively & accurately while under deadline; ability to prioritize extensive workload & maintain organized records; ability to evaluate complex interrelationships; knowledge of habitat management, restoration, and/or habitat rehabilitation techniques; ability to collect, evaluate, analyze and interpret technical data; ability to understand and apply applicable rules, regulations, policies and procedures; skill in observing and reporting topographical and biological field conditions; knowledge of biological functions related to Florida ecosystems; Ability to perform field inspections. Ability to work extended hours, and endure physically demanding field inspections, including but not limited to traversing difficult upland/wetland terrain and freshwater/marine ecosystems.
Minimum Qualifications:
+ Travel extensively throughout Florida to perform field inspections
+ Valid Driver’s License.
+ At least six years of verifiable related experience in environmental science. A bachelor’s degree from an accredited college or university in environmental science or one of the natural sciences may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from anapproved agency (https://www.fldoe.org/teaching/certification/foreign-trained-grads/approved-credential-evaluation-agencie.stml) must be submitted along with all foreign degrees.
+ Successful completion of a background and fingerprint check pursuant to sections 110.1127 and 435.04 Florida Statutes and DEP Directive 422.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Pay:
$52,530.00- annually
