    About the Continuity of Treatment Department

     

    The purpose and goals of the Continuity of Treatment Department is to enhance, increase and support treatment programming in all CMHHIP patient units by managing clinical staff call-offs and deployment in order to minimize clinical treatment and activity cancellations. The goal of the department is to maintain clinical staffing levels, which will assist with patient stabilization, treatment and discharge preparedness. The department provides clinical training and education on specific treatment approaches and therapeutic and group facilitating skills to mental health clinicians and other clinical staff within the hospital to enhance patient treatment outcomes. The work unit develops and implements staffing systems to ensure treatment and activities are ongoing and not canceled. The department tracks group/activities compliance, clinical staff call-off and backfill data, as well as data on treatment/activity group cancellations. The department maintains all clinical programming schedules, staff schedules, curriculum and protocols. The department aids the units in developing patient group attendance tracking systems, as needed and requested. Staff has an understanding of and experience working with patients with mental health issues, substance abuse issues, developmental disabilities, physical handicaps, legal issues and multiple psychiatric diagnoses. The legal status of patients may include incompetent-to-proceed, competency exams, not guilty by reason of insanity, short-term or long-term admission, or long-term extension. The unit goal is to assist in treating the severely mentally ill, return them to their optimal level of functioning and assist them in returning to the community as appropriate.

    Description of Job

    About the Position:

    The HP VII, Director, is a new position developed within the newly designed Continuity of Treatment Office (CoT) under the direction of the Chief Executive Officer. The Director is responsible for the continued office development, and fiscal management of the office budget, and has direct oversight of the office and staff by providing direction, guidance and decision-making of the day-to-day operations.

     

    The position directs and guides the development and ongoing processes of the office. It is responsible for ensuring the Active Treatment Program Manual and all relevant clinical policies are followed as part of the office development.

    Primary responsibilities are to:

    1. Develop the office to enhance, increase, and support patient treatment programming in all the CMHHIP patient units by utilizing CoT staff who include: Health Professionals I and II; Mental Health Clinicians I and II, Licensed Professional Counselors, Social Workers and a Training Specialist

    2. Provide group coverage by CoT staff for clinical employee call-offs to decrease patient group cancellations.

    3. Directly collaborate with treatment teams to develop and maintain all master schedules within the office, as well as problem-solve coverage issues

    4. Collaborate with Clinical Department Directors, Program Support Directors, and Executive Leadership to identify and problem-solve challenges directly related to implementing and following the Active Treatment Program Manual, program scheduling issues, treatment hours for patients and ensuring programming meets the clinical needs of patient population, diagnosis, and legal status

    5. Ensure tracking systems and data are relevant to the office and executive leadership for ongoing improvement and development of the CoT office and support to the clinical departments

    6. Provide direct supervision of key managers in the office: Clinical Educator (Training Specialist), Clinical Manager (HPVI), Administrator V and Program Assistant II

    7. Collaborates with all CMHHIP programs and departments

    8. Provide recommendations, updates and/or write policies governing clinical treatment program processes

    Job Duties

    Management and Daily Operations

     

    + Provides the day-to-day operational, administrative and fiscal oversight of the office with the goal of providing clinical staffing support to all patient care units in order to enhance, increase and support patient treatment programming. This is accomplished by CoT staff being appropriately deployed to units to cover groups/activities in in the absence of the primary unit group facilitators

    + Ensures, through the Clinical Educator, that clinical training and education on specific treatment approaches, therapeutic modalities, consultation and group facilitating skills are provided to all staff in the CoT office and other clinical staff within the hospital as requested

    + Oversees the development and implementation of clinical staffing systems to ensure treatment and activities are ongoing and not canceled

    + Reviews and analyzes all reports related to CoT data systems that track group/activities compliance, clinical staff call-offs, backfill data, and data on treatment/activity group cancellations

    + Ensures the office maintains all clinical programming schedules, staff schedules, operational protocols and group tracking systems, and developed curriculums provided for the clinical staff throughout the hospital

    + Coordinates and collaborates with other clinical departments to address and problem-solve issues and concerns. The Director of the Continuity of Treatment Office, along with key CoT management staff and assistance from Program Support Directors/Managers, Dept Clinical Directors, and unit providers is responsible for developing and implementing program schedules and ensuring programming meets the needs of patients

    + Collaborates directly with Clinical Department Directors, Program Support Specialists, Quality Management (QM), Hospital Operations and CMHHIP Executive Committee (EC) members to enhance and maintain the mission of the CoT office

    + Responsible for keeping updated knowledge, implementing and complying with guiding regulatory policies and procedures (CMS, TJC, CMHHIP, CDPHE, CDHS, etc)

    + Required to round with treatment teams and oversight of CoT staff facilitating groups on the units

    + Participates in policy review and development, program and staff competency development, and development of position descriptions

    + Provides guidance and support to all CoT staff members to ensure clinical services are provided with the highest level of professionalism, integrity and quality and meets all regulatory compliance

    + Responsible for the direct supervision and performance management of the positions directly under the HP VII

    + Ensures subordinates provide quality supervision and performance management of CoT staff

    + Provides required written documents/reports and a plan of correction responses as directed by the CEO or Director of Quality Management

    + Analyze data, provide strategies for improvement, have the ability to communicate, problem-solve with line staff and at the executive level and provide solid recommendations to clinical program staff and to the executive committee for improvement to programming and processes

    + Directly responsible for the ongoing development of the Continuity of Treatment office to ensure it meets/exceeds the expectations of the Quality Assurance Project Initiatives, the Active Treatment Program Manual and new tasks/duties as directed by the Chief Executive Officer. As directed by the CEO, the position may be assigned as an Administrator on Call

    Supervision

    + Delegated ‘Appointing Authority’ with ‘level’ specific responsibilities as outlined by CDHS and as assigned by the Chief Executive Officer

    + Accountable for actions and decisions that may directly impact pay, status, and tenure of direct reports; prepares documentation for corrective and disciplinary actions; initiates performance improvement plans; signs performance plans and appraisals; and resolves informal/formal grievances

    + Initiates and/or delegates the hiring process, interviews applicants, and implements hire, promotion, or transfer

    + Direct supervision of the Clinical Educator, HP VI (Clinical Manager), Administrator V, and PA II. The position has overall indirect supervision of all staff in the Continuity of Treatment Office. The position, in accordance with State Board Rules and Partnership Agreement guidelines, may temporarily assign duties to meet the business needs of the office

    + Required to assist with transporting patients to treatment sites or on outings. This may be done with another CoT staff as part of supervision

     

    Collaboration, Coordination, Meeting Facilitation

     

    + Responsibility and obligation to initiate and maintain full collaboration and coordination with the Executive Committee, Program Support Directors and their direct reports, Clinical Department Directors, Quality Management, and any other CMHHIP departments

    + Responsibility and obligation is to ensure collaborative meetings occur to continue the development of quality and quantity of patient treatment and care; and to maintain sustainability and accountability of the Continuity of Treatment office as directed by the CEO and the Active Treatment Program Manual

    + Organizes and/or provides training to clinical departments on CoT initiatives/processes

    + Demonstrates excellent active listening and communication skills; promotes an environment of professionalism and inclusiveness when addressing issues and problem-solving; respects the expertise and experience of others when problem-solving in order to reach mutually agreed upon solutions

    Minimum Qualifications:

    Experience Only:

    Ten (10) yearsof relevant experience in an occupation related to the work assigned to this position

    OR

    Education and Experience:

    A combination of related education and/or relevant experience in an occupation related to the work assigned to this position equal to ten (10) years

    Preferred Qualifications:

    + BA/MA degree ( Behavioral Health Sciences; Criminal Justice)

    + Master’s Degree in Organizational Leadership, Public Health, Health Administration, Public Administration, or Health Science; Certificate in Project Management

    + Five (5) yearsexperience in supervision

    + Five (5) yearsexperience working with a psychiatric or forensic population in an inpatient setting

    + Two (2) yearsexperience in program/office development

    + Three (3) yearsdeveloping data driven processes and/or operations
