Department Information
The Department of Military and Veterans Affairs (DMVA) has three major operational divisions: Colorado National Guard (Army and Air), Civil Air Patrol, and Veterans Affairs. These divisions utilize state and federal resources to provide our communities, State and nation with a ready military force for national defense and State emergency response as well as providing assistance to our Colorado Veterans.

Description of Job
The Division of Veterans Affairs assists any resident of the State of Colorado who is a veteran, or a family member, caregiver, or suvivor of any said veteran by filing claims for disability compensation, pensions, survivor benefits, or any other benefits which such person may be or have been entitled to received under the laws of the United States or the State of Colorado. This position works for the Division of Veterans Affairs and will supervise three regional work leads who will coordinate the daily work product of two Veterans Service Officers who work with their teams across the State to assist county veteran service officers in performing their duties to secure benefits and entitlements for veterans and other eligible persons.
Specific duties include, but are not limited to the following:
+ identifying and implementing statewide goals and objectives to maximize access and exposure to available veterans' services and programs;
+ improving relationships with veterans' service providers, and increasing agency collaboration with veterans· and other organizations as identified by higher levels;
+ monitoring the execution and performance of statewide programs and progress toward objectives through data monitoring, report reviews, trend analysis, surveys, etc.;
+ collaborating with state agencies, commissions, and community partners to improve programs for veterans, exchange information, identify available and potential resources, expand outreach capabilities, ensure program cohesiveness, coordinate complementary programs, and facilitate enhancements in accessibility to benefits and services;
+ establishing interagency workgroups to identify unmet and underserved veteran community needs, and develops plans;
+ participating in the review of existing and development of new legislation affecting veterans, their beneficiaries, and dependents;
+ preparing reports for review by higher levels on issues raised by various veteran's organizations regarding veterans· programs and benefits;
+ providing training on veterans· issues, benefits, and services to county veterans affairs office staff for continuing education and regular VA accreditation requirements;
+ addressing community groups, veterans organizations, and other entities to promote and explain programs and benefits available to veterans and encourage their enrollment in those for which they may be eligible;
+ supervising 9 FTE, including hiring, disciplinary action, setting up performance evaluations, evaluating employees (with input from the regional work leads), completing corrective action, setting some work schedules, validating time worked, changing position descriptions as needed, and setting priorities for all VSOs; and
+ performing additional duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
MINIMUM QUALIFICATIONS:
This position requires the following experience in addition to the special qualifications and conditions of employment listed below.
Eight (8) years of professional experience as described below is required for this position.
Six (6) years of professional experience must have included the skills listed below:
+ proven ability to research, interpret, and apply procedures to follow legal requirements related to a government program
+ proven ability to interpret federal, state, and local regulations and to understand and communicate how these regulations relate to each other
+ familiarity with where to find the most current and relevant information related to federal, state, and local regulations
Examples of this work experience would include working with veterans in a professional capacity with affordable housing programs, programs serving individuals experiencing homelessness, Social Security (SSI); Veterans Home Loans; County Assessor (tax exemptions); SDI (Job Disability); Employment Development (jobs for veterans); SBA (business loans); or Educational Loans (VEAP, Montgomery and Post 9-11 GI Bills).
AND
Two (2) years of professional experience as a fully functioning supervisor performing timekeeping, performance management, and disciplinary actions.
Substitutions
+ Education from an accredited college or university in a field related to the position as determined by the department may be substituted for up to six years of the required experience on a year-for-year basis.
There is no substitution for at least one year of experience as a fully functioning supervisor or for being an honorably discharged veteran.
Special Qualifications
To be eligible for this position, a candidate must be an honorably discharged veteran from the military forces of the United States and have a DD214 that must be submitted and attached to your application.
Required Skills and Competencies
+ be willing to occasionally have contact with and work with unpredictable, potentially disruptive clients;
+ be computer-literate and can quickly grasp programs and a variety of virtual communication methods;
+ be able to make oral presentations before a large group;
+ be able to travel within the state and occasionally outside the state as needed for training, site visits, and outreach events for stakeholders;
+ be able to work independently AND as part of a team;
+ have the ability to change and adapt behavior and work methods in response to changing conditions or unexpected obstacles; and
+ have excellent verbal and written communication skills.
Preferred Qualifications
+ State of Colorado government experience as a supervisor
+ documented experience managing varied priorities and regulations at the federal, state, and local levels
+ experience working in a geographically dispersed environment

Conditions of Employment
+ Must be a Colorado resident at the time of application (future plans to move to Colorado cannot be accepted).
+ Travel across the state of Colorado and outside of the state is required for training and to meet with a team that is assigned to various regions.
+ Must be able to report to the Division of Veterans Affairs office in Lakewood regularly during work days.
+ Must be willing to undergo and successfully pass a comprehensive background check that allows access to federal Veterans Affairs files; and
+ Must possess and maintain a valid Colorado Driver's license with proof of insurance.
