The eligibility list created by this job posting may be used to fill other similar positions in the same class including permanent regular and term-limited positions. Description of Job
The Accounting Financial Services (AFS) work unit, located within the Executive Director’s Office (https://cdola.colorado.gov/executive-directors-office) , exists to provide each Division, within the Department of Local Affairs, a comprehensive package of financial services from procurement to accounting.
The Department executes a mixed budget of general, cash, and federal funds. Accounting Financial Services provides quality, informed decision making in the form of technical assistance (guidance), monitoring and execution of the Department’s purchasing and contracting function, recommendations of a fiscal nature based upon financial expertise, and development of a unified system of accounts and its ongoing maintenance.
This position is the central point of contact for the accounting and finance aspects of managing assigned program activity within the department and ensuring compliance with established state and federal laws, rules, regulations, standards, and policies, including, but not limited to, State Fiscal Rules and the associated procedures manual, federal Uniform Guidance, specific requirements of programs and legislative actions, generally accepted accounting principles (GAAP), and governmental accounting standards board (GASB) pronouncements.
This posting is intended to fill multiple Accountant III positions to include: Division of Housing Voucher Accountant, Division of Local Government Oversight Accountant and Executive Director Office Accounting Services Specialist .
Primary duties of the Accountant III position include, but are not limited to:
+ Serve as the staff authority and subject matter expert for all assigned programs, providing guidance and financial expertise to program staff and others as needed.
+ Serve as the Liaison between DOLA’s accounting and divisional units and as the inter-departmental liaison between DOLA and other state departments where inter-departmental collaboration is required.
+ Provide professional direction for the accounting and financial services functions of assigned programs by formulating and implementing procedures according to GAAP and GASB standards, Colorado Revised Statutes, State fiscal rules and federal guidelines.
+ Provide daily management, oversight, review and approval of financial transactions in the Colorado Operations Resource Engine (CORE), the state’s financial system, and produce accurate financial reporting for all activities associated with assigned programs.
+ Create, coordinate, and schedule financial transactions to meet monthly and annual closing deadlines, undertake year-end reconciliations and post any needed adjusting entries.
+ Team with DOLA’s Controller, Deputy Controller, Finance Director, Executive Director, division managers and program staff to determine strategic direction and implement accordingly, planning work tasks, sequencing and directing workflow, resolving technical issues, coordinating monthly and fiscal year-end opening and closing activity and timely and accurately fulfilling any financial reporting requirements for the Office of the State Controller (OSC), legislature or others, as needed.
+ Understand and communicate the funding sources supporting assigned programs.
+ Record, reconcile and manage all spending authority for all budget changes, transfers or returned funds, record all new awards and maintain an on-going reconciliation of all budget activity for assigned programs.
+ Oversee and maintain the programmatic chart of account (COA) elements for all assigned programs, including verifying the accuracy of grant management tables in CORE, maintaining unique COA elements for program data requirements, and monitoring CORE cost accounting tables and mechanisms.
+ Reconcile contract encumbrance records to CORE encumbrance reports, pre-audit payment vouchers for compliance with fiscal rules, administrative procedures, grant contract requirements and program regulations, and review supporting documentation for accuracy.
+ Recommend changes to maximize available resources, write or revise policies and procedures to comply with constantly changing regulations, legislation or departmental policy, formulate and revise internal controls and procedures to assure compliance with state and federal audit requirements, and provide division staff and others with training and technical assistance related to assigned programs and functions.
+ Review proposed and enacted legislation to determine impact on both department and division budgets, financial statements, resource planning, development and implementation of fiscal controls over programs and accountability measures to assure that financial outcomes are in line with legislative intent.
+ Support fiscal year-end and periodic closing activity through inter-departmental transfers, reconciliations, appropriation management, over-expenditure determination, assurance of revenue to cover expenditures, diagnostic report review, variance analysis and ad hoc reporting and analysis, ensuring accuracy and completeness of all account balances and implementing changes or processes to resolve differences discovered.
+ Provide full financial service over assigned programs, including setting up budgets and encumbrances, reviewing and approving program disbursements, billing and collection of program revenues, monitoring financial statements, analysis of budget and grant funding and providing financial reports to federal grantors, DOLA’s Controller, program managers, other state departments and others, as appropriate.
+ Understand programmatic uses of multiple sub-systems and provide recommendations for alterations in procedures and processes.
+ Assist with, and serve as backup for, the annual department cost allocation plan and various cost allocation throughout the year.
+ Assist with administration of statewide and single audits and other audits, as needed, related to the financial activity of the department, providing document retrieval, research and response to requests.
+ Provide ongoing guidance to both financial services staff and program staff, communicating requirements and directives, responding to inquiries, resolving issues, clarifying options, and choosing appropriate courses of action.
+ Provide training, both formally and informally, to both accounting staff and division staff to effectively and accurately manage transactions and activity of assigned programs.

MINIMUM QUALIFICATIONS
Experience Only: Eight (8) years of professional accounting experience.
OR
Education and Experience: A combination of related education in Accounting or a closely related field (with 27 semester hours completed in accounting or auditing) as determined by the agency) AND experience as described above equal to eight (8) years. Current, valid licensure as a CPA by the Colorado Board of Accountancy will substitute for six (6) years of experience.
