POSITION SUMMARY:
This TEMPORARY Contracts Aide will assist the DNR-EDO Procurement Unit in both contracting and purchasing processes as detailed below
Successful completion and passing of background screening may be required for placement in this position.
Purchase Order Approval:
+ Review purchase orders and small dollar grant awards submitted by procurement liaisons within the DNR divisions, evaluating purchase order requests for compliance with required pre-reviews and pre-approvals, procurement and fiscal code, rules, as well as federal, statewide and department policies and guidelines.
+ Make determinations if the purchase order is in compliance and meets fair and reasonable pricing requirements.
+ Work with division procurement liaisons in order to bring deficient purchase order requests into compliance.
+ Approve purchase orders and small dollar grant awards
Contract Review:
+ Provide first level review of division contract actions submitted to DNR for Controller approval.
+ Anticipated specific responsibilities include reviewing contract documents attached in DocuSign for accuracy and conformity to applicable rules and guidelines based on both an established set of review criteria and the exercise of professional judgment.
+ Provide first level review of division CORE encumbrance documents related to each underlying contract action.
+ Review other systems (e.g., CMS, DocuSign, DNR Checklist) for both substantive completeness and procedural accuracy.
+ Work with division contract liaisons in order to correct deficient contract documents or processes in order to advance contract actions through the approval system.
+ Respond to division questions regarding best drafting practices, contract standards, and approval requirements.
+ The position should become familiar with baseline DNR and OSC contract policies, and be able to explain the same to division personnel when approached for guidance.
+ The position should become familiar with the various electronic systems used for contract submittals and review, and be able to provide technical assistance to division personnel on request.
+ The position should be able to manage an expansive workload and prioritize among competing tasks.
Conduct Solicitations as Assigned:
+ Conduct solicitations requested by DNR divisions as assigned.
+ Review submitted division purchase requests for various factors including scope adequacy, inclusion of any requisite pre-reviews / pre-approvals, compliance with applicable rules and policies, and urgency.
+ Determine appropriate procurement method based on division need, applicable procurement rules and policies, and other factors pertinent to the purchase.
+ Formulate, solicit, analyze, evaluate and award solicitations, which includes developing and/or reviewing the proper specifications with applicable terms and conditions and sending to the appropriate vendors to obtain maximum competitions.
+ Convene and direct pre-bid meetings between users and bidders when required.
+ Coordinate vendor questions, provide answers and clarifications to solicitation requirements.
+ Award solicitations in compliance with procurement rules and regulations.
Reference and Outreach to Division Staff:
+ Provide guidance and counsel to employees throughout the Department’s divisions, particularly procurement liaisons, contract administrators and program/project managers, by analyzing problems, interpreting laws and statutes, researching best practices and seeking information from the State Controller’s Office, Attorney General ‘s Office and State Purchasing Office.
+ Train department staff on procurement rules and regulations and processes.
+ Assist agencies in setting up efficient procedures for processing purchases, managing purchasing needs, and monitoring vendor performance.
+ Work with division procurement liaisons and program managers to gain understanding and support of accountability and responsibility, even when there are unique problems and/or circumstances.
+ May conduct audits of discretionary purchases, contract monitoring and other division procurement activities
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
BASIC REQUIREMENTS:
+ Five (5) years of professional experience in a finance, contracts, and/or a program management setting.
+ Preference may be given to applicants with or working towards a Finance degree or similar education.
Preferred Qualifications:
+ Current or former State experience relevant to this position.
+ Intermediate computer skills required with MS Office Suite and Google Office Suite.
+ Systems applications such as CORE, CMS, InfoAdvantage, DocuSign and ESRI ArcGIS are preferred.
+ Ability to work with limited supervision and work well within a team.
+ Must have meticulous attention to detail.
+ Possess strong written communication skills to deliver excellent customer service.
