We are seeking a highly organized, detail-oriented Deputy Program Manager (DPM) to support the successful execution of a complex, multi-disciplinary program. The ideal candidate will bring strong program management experience, financial acumen, and the ability to translate technical requirements into actionable plans across development, testing, and cybersecurity teams. This role requires a proactive leader who excels in customer communication, team coordination, and process optimization within a fast-paced, compliance-driven environment.
Reporting to the Program Manager, the DPM will play a key role in day-to-day operations, ensuring that project objectives are met on time and within budget. The DPM will also help oversee program personnel, manage subcontractor activities, and support program planning, budgeting, reporting, and risk management efforts. A strong understanding of both the technical and business aspects of program delivery is essential.
Responsibilities
Major Job Activities:
• Support program oversight and executiono Assist the Program Manager in day-to-day operations, ensuring milestones, deliverables, and deadlines are met.o Coordinate cross-functional team efforts across operations, development, testing, and cybersecurity workstreams.
• Customer communication and engagemento Act as a key point of contact with the customer to communicate status, risks, and issues clearly and professionally.o Translate technical requirements into understandable terms for both stakeholders and technical teams.
• Financial Management and Accounting Supporto Collaborate with finance to track budgets, forecasts, and expenditures.o Provide financial analysis and reporting to support decision-making and ensure fiscal accountability.
• Requirements Analysis and Work Breakdowno Decompose complex program requirements into actionable tasks and assign to relevant teams.o Collaborate with technical leads to develop estimates and timelines for implementation.
• Process Development and Documentationo Lead efforts to design, standardize, and document repeatable program and project management processes.o Ensure that operational workflows align with compliance and quality standards.
• Risk and Issue Managemento Monitor program risks and issues, develop mitigation strategies, and track resolution progress.o Maintain and update risk registers and issue logs as needed.
• Performance Monitoring and Reportingo Generate and deliver program performance reports, metrics, and briefings to internal leadership and the customer.o Ensure alignment with performance objectives and contractual obligations.
Material & Equipment Directly Used:
• Windows and Linux computer systems• Computer, phone, and basic office materials • Lab environment, such as representative computers and sensors
Working Environment:
• This work is completed in an office environment but might include outdoor fielding and various customer locations. • This work can be completed locally from a home office, but will require partial attendance within our Software Integration Lab located in Ashland, VA. • Must be able to travel to customer sites and test events.

Education / Certifications:
• Bachelor’s Degree in Computer Science (BSCS)/Engineering OR Economics, Accounting, or Business Administration• Master’s Degree in Business Administration preferred but not required
Experience / Skills:
• 3-5 years of experience in project management roles.• Proven experience supporting cross-functional teams (development, testing, cybersecurity).• Hands-on experience with program budgeting, cost tracking, and financial reporting.• Familiarity with federal contracting or large-scale enterprise environments.• Experience translating technical requirements into actionable plans or work packages.• Strong written and verbal communication skills, including customer-facing communication.• Experience with project management tools (e.g., Microsoft Project, Jira, or similar).• Knowledge of risk and issue tracking and change control processes.Preferred: • 5+ years in a program or deputy program manager role overseeing complex technical projects.• Experience in a customer-facing leadership role within a government or defense contracting environment.• Experience working under DoD, DHS, or other federal agency compliance frameworks.• Demonstrated experience building and documenting repeatable processes and workflows.• Direct experience working with Agile, Kanban, or hybrid project delivery models.• Background in financial oversight for multimillion-dollar programs.• Familiarity with cybersecurity frameworks (e.g., NIST, RMF) and supporting cyber teams.• Previous experience managing subcontractors or vendor relationships.• Experience preparing for and participating in audits, program reviews, or compliance inspections.

Supervisory / Budgetary Responsibilities• Team Oversight:o Support the Program Manager in leading cross-functional teams, including developers, testers, cybersecurity analysts, and support staff.o Provide day-to-day guidance, task assignments, and performance feedback.o Ensure team alignment with program goals, priorities, and timelines.• Staff Development & Support:o Mentor junior team members and support career development goals.o Participate in performance reviews and personnel planning.o Coordinate onboarding of new staff and ensure adherence to project standards and expectations.• Subcontractor / Vendor Management:o Oversee the performance and deliverables of subcontracted personnel or partner organizations.o Validate subcontractor invoices and ensure alignment with contractual obligations.• Program Continuity:o Step in for the Program Manager when needed to maintain leadership continuity and decision-making.• Budget Tracking & Oversight:o Monitor expenditures and burn rates against project budgets and forecasts.o Ensure spending aligns with contractual and organizational expectations.• Financial Reporting:o Collaborate with finance teams to generate periodic budget reports and financial status updates for internal and external stakeholders.o Support earned value management (EVM) tracking, if applicable.• Forecasting & Planning:o Assist in developing cost estimates and budget projections for future work or contract modifications.o Identify potential cost risks and recommend corrective actions.• Invoice & Contract Support:o Review labor charges, purchase requests, and vendor/subcontractor invoices for accuracy.o Ensure appropriate funding levels are maintained for ongoing work.
