Responsibilities Serves as Lead Human Resources Specialist and action officer in a variety of personnel areas in support of the world-wide DoD Nonappropriated Fund (NAF) personnel program. Applies a broad, multifunctional knowledge of human resources management and administration laws, regulations, policies, programs, technologies, and practices. Works with team members to achieve specific tasks, produce work products and services and meet program goals. Assists the team through knowledge and application of leadership and team building skills and techniques such as group facilitation, coordination, coaching, problem solving, interpersonal communication, integration of work processes and products, obtaining resources and liaison with the supervisor. Explains team goals and objectives to assigned team members and assist team in organizing to accomplish work. Coaches, facilitates, solves work problems and participates in the work of the team. Leads the team in identifying, distributing, balancing and adjusting workload.. Researches, develops, and coordinates civilian personnel policies applicable to all DOD NAF civilian employees. Provides well-grounded policy guidance, interpretation, and advisory assistance. Analyzes unprecedented problems or unique situations and recommends solutions to the Division Chief. Developed solutions often have DoD-wide application. Provides technical expertise in one or more specialized areas of DoD NAF personnel management including staffing, classification, overseas employment, and leave and attendance. Applies a broad, multifunctional knowledge of human resources management and administration laws, regulations, policies, programs, technologies, and practices. Represents the program to senior Defense Civilian Personnel Advisory Service and DoD Component staff. Initiates in-depth studies, analyzes practices, trends and law, recommends policy and procedure and when approved, promulgates the program. Ensures policy interface with other DoD programs and personnel policies as appropriate. Prepares and performs presentations and briefings. As required, evaluates Component human resources programs and/or performs assistance visits. Assists in the development and accomplishment of program goals and makes recommendations for improvements. Plan and lead Civilian Human Resources (CHR) NAF Army-wide Program Management Evaluation (PME) designed to assess the current state of the CHR program. Participates in planning and accomplishing Army-wide program reviews and staff assistance. Executes on-site evaluations ensuring extensive coverage of all aspects of the NAF CHR PME. In addition, incumbent must often make on-the-spot adjustments to both approach and methods as events unfold and the need to accommodate site-specific issues that arise. Incumbent works in a matrix environment, i.e.; work is accomplished by teams and ad hoc groups formed for each project, study, program, or specialized program task. Identifies areas requiring further study or improvement, establishes parameters, timelines and assignments. Represents DoD at meetings, conferences, seminars, etc. Requirements Conditions of Employment Qualifications QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position. Demonstrated work experience that provides comprehensive knowledge of a wide range of advanced HR principles, concepts and practices involving the full spectrum of HR functions (e.g., recruitment and placement, positions classification, performance management and labor), as well as legal, regulatory or procedural requirements in performing the duties described above. The related work experience must have been equivalent in difficulty and complexity to the next lower grade level. Demonstrated ability to deal with peers in other agencies and with senior management officials within DoD in interpreting laws and policies to provide management advisory services on DoD-wide NAF personnel management. Must be able to effectively communicate orally, demonstrate strong writing skills and present findings and recommendations on research topics affecting NAF policies. All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Experience as a Human Resources Specialist or Officer at an installation or HQ region, or comparable level within the Department of Defense or its components Education Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy.
